you know what, sometimes it pays to know what were bragging about. let me educate you a bit.

WHAT IS IRA?

According to Section 284 of the Local Government Code of the Philippines (RA 7160), Internal Revenue Allotment (IRA) is a local government’s share of revenues from the national government. It is largely based on land area and population. LGUs also derive revenues from local sources.

putting it simply further, it is the share of the an lgu FROM the national government, it is not generated locally but is largely based on land area and population.

dissecting your data's further...

davao's total income = P3,787,453,494.09
cebu's total income = P3,482,936,043

from davao, lets break this further into 2 categories

income sourced internally (business taxes, etc etc) = P1,386,788,247.09
income GIVEN by the NATIONAL GOVERNMENT (based on land area and population) = P2,400,665,247

we come with this

% of income generated by the local government of davao city = 37%
% of income from the national government (i'd like to tag this as just a mere doleout, hinabang sa national government) = a whooping 63%

now with cebu

% of income generated by the local government of cebu city (based on local taxes, etc etc) = 72.2%
% of income from the national government = just a mere 27.8%

imagine!

only 37% of the total income of davao is generated internally (P1,386,788,247.09) while the rest, a whooping 63% comes from the national government?

compare that with cebu's 72% sourced internally (P2,514,679,823) and the national governments doleout of just 27%

it just shows that cebu is not too much IRA dependent and can do without the national governments IRA, now with davao's stand? i doubt if it would even survive without the help of the national government. too much dependence on IRA is not something that any local government would brag about.

just to share to you something, most IRA dependent local governments are the poor LGU's. (maguindanao, and most in the ARMM regions)

most of the progressive cities like those in metro manila are less IRA dependent.
