It is because majority of the Filipinos do not care or are too poor to care and do something. We do not even file cases for graft and corruption against an official or file a complaint for incompetence of a government unit or agency.
Worst pa, Filipinos easily forget.
Which makes the "protest" message of the Oblation Run more worthless because it is not worth it. So nahimo na lang ni gyud ug nudists' exihibition tradition.
