Bobit Avila is right about people being too complacent with Cebu's tourism boom. In relation to this, many people have this "world class" mindset.

An excerpt from Orlando Carvajal's article

By Tourism Secretary Alberto Lim’s candid admission (Sun.Star Davao, Oct. 24, 2010), the Philippines lags behind its neighbors in tourism development. His figures put the Philippines foreign tourists at three million against Malaysia’s 23, Thailand’s 14, Indonesia’s six and Singapore’s 10 million.

Can you imagine how many jobs will be generated if the Philippines were to get 14 million foreign tourists like Thailand? And can you imagine how many more Cebuanos will be employed if Cebu were to get 4 to 5 million of those tourists?

Secretary Lim blamed it on our failure to upgrade facilities and to resolve cultural issues, like what I consider our loose use of “world-class” to describe facilities that are really just “puede na.” He lamented that “airports in Manila and Cebu do not give ‘pleasant’ experiences for its travelers.”

I think the decline in tourists is also because of the travel bans or those warnings being placed by those big 5 countries.
