Its like fooling ourselves by believing that because of overpopulation, we became economically undeveloped. I don't even see overpopulation. What I see are corrupt government officials, cry baby citizens who still need spoon feeding (in other words ganahan ra dawat ug limpyo) and the uneven distribution of wealth and opportunities.

Ok lets talk about the cost of this ambitious project to our health budget. On the topic of condom budget lang usa.
-Assuming a condom costs 10 pesos each. I really don't know how much does it costs, but I supposed its higher than 10 pesos.
-Assuming out of almost 100 million, 10 million cannot afford to by condom cause they are poor and so, they have to be subsidized by the working class who only have 1 to 3 children ironically. I'm sure this is a very conservative estimate. If we will be strict about the figure, again I'm sure, it will go up.
-Assuming this 10 million people will engage in *** once a week. Again very conservative estimate. This could still get higher if we will be strict about it.

-So with the given data, the yearly budget for allocating condoms for those undisciplined couple
would be: 10 pesos x 4 weeks x 12 months x 10 million = 4.8 Billion pesos / year.
So ang pangutana, are you guys willing to spend your taxes on subsidizing other people's condom? Remember ha nga conservative figures na, striktuha na, di ba mo dako na pag ayo nga figure. Remember also our corrupt government, do you think that 4.8 Billion peso conservative estimate will really be use to purchase condoms? Take note of the overpricing of the ASEAN summit lamp posts and RADAZA's overpriced computers. Kita ray giilad ani nga bill mga bro. Mura ta ug gigisa sa kaugalingong mantika ani.

Why not? The UNFPA and other international agencies are helping out. Ten million people is kind of high, as not everyone under the poverty line are of reproductive age (many poor kids and some elderly) and you only need to count the males for condom use. Anyhow, whatever is the estimate and costs are, it will still add up, not because it costs a lot but because there are just so many poor people.

However, the thing you need to look at with regards to costs is that if the couple adds another child, it will cost the taxpayers at least 12 pesos a day in public education (and 12 pesos a day is really substandard education) for that poor child. We should be paying more. And if they drop out of school then become criminals, it will cost the taxpayers at least 40 pesos a day for meals alone for a prisoner. So 10 pesos a week per family, with possible international financial aid, is better than having a prisoner wherein the bill is so much higher with almost no hope of having additional international financial aid.

Natural birth control ‘stupid,’ says Davao Mayor Duterte

DAVAO CITY -- Mayor Rodrigo Duterte of this city has called the natural birth control measures espoused by the Catholic Church “stupid.”

"The population control program of the Church is stupid. It is not at all working. It has been there and tested for many years but what [has it achieved]?" Duterte, who has been known for his fiery remarks on just about anything, said.

Speaking during his weekly television program aired over ABS-CBN here, Duterte cited the rhythm method, one of the methods being pushed by the Church, which he said had not help curb the runaway population increase.

"*** is an instinct. It's natural for men to have ***. And this instinct is something that cannot be stopped by counting the days of the calendar and then after reaching that certain day, you do it," Duterte said.

He said the country needed a serious effort to reduce the high population growth rate, which has been identified as one of the reasons development gains and initiatives have not succeeded in reducing poverty.

The National Statistical Coordination Board (NSCB) said the country’s population stood at 87 million this year or over 10 million more than the 76.5 million recorded in 2000.

Duterte said the Catholic hierarchy should rethink its position on population control and be open to artificial birth control methods, which the mayor contended would not destroy the sanctity of life.

He, however, stressed his opposition to abortion.

"There is nothing wrong about preventing women's fertilization. What we want is to prevent unwanted pregnancy. We prevent women from getting pregnant," Duterte said.

During the 1st International Meeting of Experts on Emergency Contraception here last week, Duterte publicly opposed the sexual abstinence promoted by the Church, claiming that priests’ vow of celibacy made them "neurotics."

He also criticized the Catholic Church for picturing *** as dirty and cheap.

In Bangkok, Thailand, a ranking United Nations official admitted that strong opposition from the Catholic Church had hampered the population control program in the Philippines.

G. Giridhar, head of the country technical services team for East and Southeast Asia of the United Nations Population Fund (UNFPA), said during a discussion on population and social dynamics with the Jefferson Fall 2006 Fellows that the agency could not contend with the Catholic Church in the Philippines.

"UNFPA [is having] a hard time working its programs in the Philippines because of the strong objection of the Church on family planning," he said.

I don't think they CANNOT afford because they are POOR. If they can afford to buy booze (tuba, gin, sigarilyo, sugal etc), they CAN afford to buy CONDOM.

These poor excuse thing does not work anymore. Kung pala anak mo, be sure kaya ninyo na buhion ok? Ayaw pataka ug panganak diha kung ang purpose ninyo PASARAP ra!

Mas barato ang CONDOM compare 1 pack of cigarettes, 1 bottle of gin, 1 gallon of TUBA, ug taya sa pusoy. IMO.

^^^. If that's the case, then the more that reproductive health bill becomes more suspicious. If we study the issue on overpopulation closely, I think the government is just making the Church an escape goat because of their incompetence. Statements like, "population is out of control because of the church", is really a nonsense and just an alibi. That only means that the Catholic Church is more efficient in its pro-life advocacy than the governments condom campaign. So what if the Catholic Church is against condoms? Can the church really stop state health workers from distributing condoms?
The problem is very clear, its not about overpopulation, but its all about government incompetency. Just take away corruption and this overpopulation issue will be gone.

=) for me, reproductive bill is for the benefit of the people and the whole country as well....ang problema man lang sad gud kay ang katong mga walay stable job, cge panganak...over populated naman sad jud ang philippines oi...unsaon nga ang mga walay income mao naman hinuon ang daghan anak...
