I am not a lawyer, but I think the State is providing equal opportunities for all Filipinos... especially making sure everyone has a decent housing even the poor.

The building permit has a noble cause... para na to ensure safety sa residents or house owner para e protect ilang life. Unfortunately, ge commercialize nani siya. Nawala na ang "preservation of life / security", commercialize na nuon ang theme.

Obvious jud, dili maka comply ang labandera ug tricycle / jeepney driver nga couple sa requirements sa permit. It doesn't add up... How can an indigent pay architect, civil engineer, professional electrical engineer and sanitary engineer? They have their prices also... by law dapat mao pod na ilang compensation.

Not all structures require a building permit. for sure your income would proportionate to the structure that you are going to build not unless you have a hidden income. now for small structures OBO requirements such as plan with complete Arch and engr signatures will no longer be required because definitely that will not require any heavy-mind-consuming calculations.

i forgot the value but its based on the total value of the structure that will not require an owner for a complete requirement.

Kay if pobre ka, bisan titulado imong yuta, you cannot construct a residential house... If "by the book" ta....
    ...mo-butt-in ko gamay..

Sa ako nahibaw-an Boss... diri sa amoa sa Lacion, ang pag-construct og balay nga 25sqm or less ang floor area kay NO need ang building permit.

Naa pod gani koy nadunggan, basta single storey ra... okay ra walay building permit.

Pero sa akong na browse sa Building Code of Ph... Ang dili required ug Building Permit, kana rang Nipa Hut.

So, depende ra jud na siguro.. hehehehe. Dili firm ang implementation sa Building Code.

Pwede ra jud na Boss oi, nganong dili gud tawn.
Marine plywood + vinyl tiles man to amoa sa una. Ok man kaayo.

Basta palig-on'ni lang jud ang structure labi na ang haligi from floor to top.
Kay basin mo-tuya ang 2nd floor og hanginon, or og sak-an og heavy weight nga tao.

Hinoon, depende man pod na sa imong design gud. Kung simple bungalow jud, aw... masigu-an ra siguro.

Try lang og pa-quote sa mga haus-builders nato diri ay.
Or ipa-pedido na og panday nga imong kaila. Mahibaw-an man na.

as what master jackdi said sir, lisod na if standard materials imo gamiton pero mada tingali ni if buhos ang style ana ug vinyl tiles lang sa unya corrugated g.i ang roofing unya gypsum board ang partition nimo sa interior. actually mas gnahan ko sa gypsum nga layered kaysa cement.
