President Duterte said he could declare war with China over the dispute in the West Philippine Sea if his noisy critics would be placed on the front line of the battle.

The President insisted that he would not sacrifice the lives of government troops in a battle that he cannot win amid the military buildup of China in the disputed territory.
“I can declare war on China tonight. At sino ang magpunta? Sundalo ko? Pulis ako? Mamatay lang lahat ‘yan [Who will go? My soldiers? My policemen? They will all be killed]. Why will I go to war for a battle that I cannot win? Para akong gago [That will make me look stupid],” Duterte said in an interview with reporters in Malacanang.
“So sino ‘yung mga gustong pumunta doon ngayon. Okay man ako [So who wants to go there? I’m okay with it] We will declare war (with) China provided ‘yung mga ugok, ‘yung maingay mauna sila. Nandiyan ako sa likod nila. Pagdating doon iwanan ko sila. Bahala kayo, eh gusto makipagaway [those fools, the noisy ones will go ahead. I’ll stay behind their back. Once there, I’ll leave them. It’s up to you, you want to fight anyway],” he said.
The President made the remarks in response to criticisms from some groups about his inaction over the continued militarization of China in South China Sea. China recently reportedly installed anti-ship missiles and surface-to-air missile systems on some of its artificial islands in the South China Sea. The Palace earlier expressed concern over the development but remained hopeful the missiles were not directed at the country.
The President maintained that war was not an option, saying he was “100 percent” certain the country would lose to China.
He acknowledged though he was aware about China’s missile installation as well as military facilities built on the disputed territory.
“There is an airport, there are missiles there installed. There are military equipment already in place. So what’s the point of questioning whether the planes land there or not? There’s an airstrip,” he said.
“Hindi naman maglanding sa bato. Maganda airstrip nila [They won’t land on rocks. They have a beautiful airstrip],” he added.
The President blamed anew United States for doing nothing to stop China when it started its reclamation works several years ago. “Ngayon, walang ginawa ang Amerika so that the Chinese made a garrison out of those rocks there,” he said.
He also slammed his predecessor former President Benigno Aquino III’s inaction over China’s militarization during his term. He said Aquino did not even ask the US assistance to stop China then.
“That arbitration came during the time of Aquino, they file it. There was sufficient time for him to stop. Siya ‘yung nag-demanda [He filed the case],” he said, referring to the arbitration case filed by the Aquino government against China’s claims in the West Philippine Sea.
“Bakit hindi sila pumunta doon? Bakit hintayin ninyo ako ngayon? [Why didn’t they go there before? Why wait for me now?]. Na kung magka-giyera, maubos naman ang mga sundalo ko pati pulis [And if there will be war, I’ll run out of soldiers and policemen] Of course, mamatayan sila but we will lose the battle. I am 100 percent about that,” he added.

MANILA -- The Philippines lodged another diplomatic protest against China's reclamation in Kennan Reef (Hughes Reef) in the West Philippine Sea (South China Sea), the Department of Foreign Affairs said on Friday.
In a press briefing, Foreign Affairs spokesman Charles Jose said the protest was filed last week, after the government confirmed that China has been carrying out land reclamation activities in Kennan Reef.
On April 4, the Philippines protested China's reclamation on Mabini Reef, but China rejected the protest.
President Aquino had also raised China's reclamation on Mabini Reef during the ASEAN Summit in Myanmar last month.
On March 30, the Philippines submitted a 4,000-page memorial detailing its arguments and evidence against China’s nine-dash line and other aspects of Beijing’s expansive and excessive claims in the West Philippine Sea to an arbitral tribunal at The Hague.
The arbitration case was filed based on the 1982 United Nations Convention on the Law of the Sea (UNCLOS) to clarify the country’s maritime entitlements in the West Philippine Sea.
After it was revealed that China is reclaiming land on Mabini Reef, Aquino also said that Chinese ships were also spotted in the Cuarteron (Calderon) Reef and Gaven (Burgos) Reef.
Foreign Affairs Secretary Albert del Rosario also said that the government will file a protest against China once reports of movements by Chinese ships and reclamation in these areas are verified.
China’s ongoing land reclamation in five reefs -- the Johnson South (Mabini) Reef, Cuarteron (Calderon) Reef, Hughes (Kennan) Reef, Gaven (Burgos) Reef and Eldad (Malvar) Reef in the West Philippine Sea -- is widely seen by the Philippine government as preparation for more land reclamation operations.
DFA explained that China's reclamation of Mabini Reef changes its features, and may affect the Philippines' case against China.
Under the UNCLOS, maritime features like rocks and reefs are entitled to 12 nautical miles of territorial sea without an exclusive economic zone (EEZ).

MANILA, Philippines – Foreign Affairs Secretary Perfecto Yasay Jr said he has filed at least 3 diplomatic protests against China following the Asian giant's actions in the West Philippine Sea (South China Sea).
The separate diplomatic protests were filed over Chinese activities on Scarborough Shoal and its reported installation of weapons on reefs-turned-islands in the Kalayaan Group of Islands (Spratlys).
"In my watch, I do recall having issued 3 or 4," Yasay told Pinky Webb of CNN Philippines on Monday, January 16. It is not clear when these low-key diplomatic protests were filed, however.
Yasay was responding to questions about the actions that the country has taken to protect claims in the West Philippine Sea, especially in light of a report by the Center for Strategic and International Studies that Beijing appeared to have installed weapons on islands in the disputed territory.
The revelation is a surprise considering Yasay's repeated statements that the Philippines will not protest China's activities in the West Philippine Sea as the country seeks to forge better relations with the military superpower.
"You see these are things that I wouldn't even want to discuss here. But I just would like to assure the Filipino people that when we take action and engage China in this dispute, we don't want to take such aggressive provocative actions. That will not solve the problem. We cannot engage China in a war," Yasay said.
Scarborough Shoal
The administration of President Rodrigo Duterte was able to talk to China to allow Filipino fishermen back in Scarborough (Panatag) Shoal, the site of a tense standoff between Manila and Beijing in April 2012 that resulted in the Chinese Coast Guard's occupation of the rocky sandbar off the coast of Zambales province.
"I have issued a lot of note verbales as far as the Scarborough (Panatag) Shoal is concerned. But let's just do it very quietly. The first and foremost thing we must remember is we have to talk. We have to assert ourselves when we talk and make sure that we will not be repeating the same things that can only serve to heighten tension," Yasay said.
Yasay did not state what Chinese actions in Scarborough he protested, but there were previous reports that the Chinese Coast Guard continues to challenge Philippine patrols over the area
Yasay believes that better relations between the 2 countries stopped China from also turning Scarborough Shoal into one of its artificial islands.
"We continue to talk with China. As you can see what is happening in Scarborough, any fear about converting the area into an artifical island has been stopped. Our fishermen have free access to that area," Yasay said.
Installation of weapons
China has reclaimed 7 other reefs that are now believed to be full-fledged military outposts because of the construction of runways and and the installation weapons, including missiles.
Yasay said a separate note verbal was filed to protest the reported installation of weapons on China's artificial islands.
"Whenever there are reports about the buildup of weapons systems in the area during our watch, we make sure that the interests and rights of the Philippines are properly addressed and protected," Yasay said.
He said the government is particularly worried about Mischief (Panganiban) Reef, which, like Scarborough Shoal, is inside the country's 200 nautical mile exclusive economic zone under the United Nations Convention on the Law of the Sea (UNCLOS).
"Our problem really is Mischief Reef because these facilities have been completed long before President Duterte assumed office and there's nothing we can do about it," Yasay said.
The previous Aquino administration took China to court over its activities in the West Philippine Sea. The UN-backed Permanent Court of Arbitration dismissed China's sweeping claims over the disputed seas, but Beijing refused to recognize the ruling. – Rappler.com
