Opposition is part of crafting a law. Hence, the purpose of Congress. To sharpen, to clean, to plug holes.

How do you define wrong place wrong time then? The CoC is part of the chain. These SAFs were just following orders that leads to their deaths. They are ordered at a wrong time.
