Sorry for the late reply. It's Sinulog weekend. Took the day off from my PC.
Anyway, here are updates to the news:
CCPO urges Dumpit to surrender | Sun.Star Network Online.
Again, let me tell you that although I have heard about all the vigilante killings before (I think anyone from Cebu did. It was practically all over the news a couple years or so back.), I never heard of Dumpit.
So when I met this guy, I did not know at all who he was. And even if I have heard of Dumpit, I wouldn't even have a clue what he'd look like.
I met this guy in a car accident, not a major one at all. We are talking his car against mine: a very minor scratch, probably half an inch worth.
To give you a better picture, it happened at corner Ayala Access Road/MJ Cuenco Ave., near Hipodromo, sometime last month. It was heavy traffic, at around 4:00 PM. I just picked up my daughter from school, and was headed home to Hipodromo. My five year old daughter and her yaya were in the backseat.
From Ayala Access Road, I was following the car infront of me and was about to turn right as well. But I noticed that the gold-colored Innova, coming from my left, (Mabolo-DSWD traffic), was still moving forward, so I decided to just hit on my breaks, despite my bumper already ready to make the turn.
Remember, it was heavy traffic so we're talking slow speeds here. It appeared like he did not want me to take the turn yet, and he did continue to move forward.
I heard a single sound similar to that of one pressing a Gatorade-cap. Apparently he also did.
He got out of his car, with a badge, hanging over his neck, and went near me. I got out of the car as well. Alot of people were watching ofcourse, and started to flock. You know how Filipinos are.
He came up to me with his face really close to mine, just like a foot apart, shouting and screaming. I explained to him that he should not have moved forward, since I was about ready to make the turn.
He told me it was obviously my fault since the side of his car is where you could see a half-inch black paint (from the corner of my car bumper).
I actually was kind of confused myself considering he was able to move forward without touching his car, but half way through while he was slowly moving forward, he managed to get a scratch. I was told by my friend Citom that it does happen and usually one can see from the direction of the scratch who was moving forward, and usually the one who moved would be at fault.
All the while, he was still screaming, and banging my car with his hand, very much trying to provoke me to try and engage him. Although I never apologized, and did not show him from the way I talked that I was intimidated at his badge or anything at all, I never screamed back or gave him any reason to throw a punch or a slap. I even referred to him as "boss" all the while.
(Again, I never had in mind that he could kill me, even with his gun hanging by his holster. Right now, I'm glad I did not go crazy.)
He had male company in the car as well, who didn't bother getting out of the car while all this was happening. He sort of just nodded his head with is eyes semi-close to me, giving me a signal to just calm down.
It did not take long for Dumpit to ask me for my license. I told him that I think I should not be giving him my license since he is the one I am against with in this car encounter. I added we will just wait for the Citom to come.
He started yelling more saying that I had no respect for him and I was arrogant. I decided against giving away my license, thinking he might be power-tripping and that he might confiscate it. I am also clueless as to whether the police have authority over traffic issues as well.
Anyway, the Citom did come. It was also the same time that another more professional looking guy approached us, apparently still his companion. I think he was also a police officer too, in civilian clothes. I don't know where he came from, but it appeared like he came from a different car, maybe ten cars away.
His companion from the passenger seat went down as well. They were both very calm and told me to just give my license to him. The guy that just appeared even asked me about my 5 year old daughter, who was now crying in the backseat. I told them why I hesitated, but they assured me that he will just take a look at it.
I gave my license to Dumpit, who was now a couple of feet away from me, since he had been talking to the Citom. I felt kind of assured anyway with the Citom around.
Anyway, he was telling the Citom to put down on the paper the Citom was writing on that I was arrogant and had no respect for him.
He then asked me for my OR/CR. I went back inside the car to get it, and for some reason, he also got in on the passenger's seat. He was still shouting and screaming, while he opened my compartment himself.
I could see in the back that my daughter was really scared and she was crying harder while hugging her yaya, asking her yaya to pray with her.
I told him he doesn't have to shout inside the car, especially since my daughter was crying. He told me in bisaya still screaming, "Unsa'y labot nako sa imong anak?"
That really pissed me off, but still I didn't bother to raise my voice.
He checked both documents. And after the Citom wrote down details from my license, he told me, no longer shouting but still in a listen-to-me tone, that I should have done what he asked me to do, since I saw that he had a badge on. I told him how I did not know what power the police had over traffic issues.
He gave me back my license and let me go. I got back inside the car, still did not apologize, knowing that despite not being at fault, I was the one being shouted at and embarrassed.
