    Balamban police uproot 12,500 marijuana stalks

    CEBU, Philippines – Police have uprooted thousands of fully grown marijuana plants yesterday dawn in two areas in the mountain barangay of Bayong in Balamban town.
    Members of the Balamban Police Station, led by Sr. Insp. Januario Sario, uprooted some 12,500 marijuana plants in sitios Taro and Ambakon in Bayong. No one, however, was arrested during the operation.
    Senior Supt. Erson Digal, director of Cebu Provincial Police Office, said the uprooted illegal plants have a street value of P2 million.
    Digal said the marijuana plants, which will be taken to the PNP provincial headquarters, will be burned this week together with the other 15,000 stalks that were uprooted last July 14 in the same town.
    The 15,000 stalks, which are estimated to cost P3 million, were uprooted in a joint operation conducted by Balamban police and operatives of the Philippine Drug Enforcement Agency (PDEA)-7.
    Digal said the burning of the plants will be done simultaneously with the destruction of the video karera machines confiscated in Talisay City, Consolacion, Medellin and Toledo City.
    The event will be led by Cebu Governor Gwendolyn Garcia and Chief Supt. Lani-O Nerez, director of Police Regional Office-7.
    Digal had ordered his men to intensify their campaign against illegal activities.

    2 killed, 2 hurt in Mandaue accident





    CEBU, Philippines - Two persons died while two others were seriously injured after their vehicle smashed into a center island billboard before running into a tree along UN Avenue near the Marcelo Fernan Bridge in Barangay Umapad, Mandaue City, yesterday afternoon.
    Emerencia Babao, 37, and a man identified only as a certain “Rolly” were killed on the spot while their two other companions Michael Ibarzabal, 30, and Agapito Amores, 56, are now in the hospital after suffering serious injuries in the accident.
    The Mandaue City traffic police said the four just came from Lapu-Lapu City and were test driving a black Mitsubishi Pajero with plate number CMY-388.
    They were reportedly drinking before they went on their test drive.
    Upon reaching UN Avenue in Umapad, the Pajero, which was being driven by Babao, smashed into the center island billboard and still went on to about 100 meters where it finally stopped after hitting a tree.
    Babao was allegedly killed in the initial collision due to head injuries while Rolly died after being thrown out of the vehicle.
    The accident held up traffic in the area for some time.

    Bus falls off road in Samboan; 3 hurt in Alcoy accident


    CEBU, [COLOR=blue ! important][COLOR=blue ! important]Philippines[/COLOR][/COLOR]
    - A passenger bus ran off the road and fell onto the shore after its driver allegedly fell asleep while driving in Barangay Tangbo, Samboan town, yesterday dawn, while three men were injured after two trucks collided in Alcoy town later in the afternoon.
    In Samboan the bus was a Ceres Liner bus bearing license plate number GWK-681 driven by a certain Britesam Quibido, a resident of Barangay Basak, Cebu City.
    Based on the investigation conducted by the police the accident happened around 3 a.m., while the bus heading to its garage in Barangay San Sebastian, Samboan, from Cebu City.
    Quibido allegedly fell asleep and the bus ran off the road and crashed on its right side onto the shore which was below the road level.
    The driver and his conductor went to the hospital on their own to seek treatment and were no longer in the area when the police arrived.
    But Jun Ambos, branch manager of Ceres Liner told The FREEMAN that Quibido did not fall asleep behind the [COLOR=blue ! important][COLOR=blue ! important]wheel[/COLOR][/COLOR], rather the bus got into trouble after it hit a huge pile of gravel that blocked half of the road.
    He said their drivers are well-rested before being allowed to work.
    “Kung nakatug pa ang driver, unta ato palang time na niagi siya ug kurbada before pa sa place of incident, nadisgrasya na unta siya,” Ambos added.


    They were able to extract the bus from the shoreline around noon yesterday. Ambos said that the right side of the bus was badly damaged and it was brought to their garage in Bacolod to be repaired.
    Just last Monday, another Ceres bus got into an accident in Daanbantayan town after a motorcycle slammed head on into it.
    Ambos said although they were not at fault they will still give assistance to the victim.
    Meanwhile, three men were injured, one of them seriously, after a truck owned by the province collided with another truck owned by the Philippine Spring Water Resources Inc. in Alcoy town yesterday afternoon.
    Police said the Isuzu Canter with plate number SEZ-488 was driven by Wilson Villafranca, 63, of Barangay Basak Pardo, Cebu City. His passengers were identified as Rene Fajardo and [COLOR=blue ! important][COLOR=blue ! important]Orlando[/COLOR][/COLOR] Buenventura, all are under the Provincial Planning and Development Office, and headed for Cebu City from Oslob town.
    Witnesses said that around 3 p.m. the Canter overtook a vehicle ahead of it but saw too late that there was another ten-wheeler truck in the opposite lane. The PSWRI truck with license plate number RES-278 was driven by Arnel Sasel, 29, of Barangay Malalay, Ronda town was on its way to Dumaguete City.
    Witnesses told the police that the driver of the Capitol vehicle applied brakes and tried to avoid a collision but still slammed into the other truck and both swerved ending up resting side-by-side.
    Villafranca and Buenaventura sustained bruises and wounds while Fajardo sustained serious injuries.
    The victims were immediately brought to a hospital in Cebu City for treatment.
    The Canter was severely damaged while the PSWRI truck had a broken windshield, [COLOR=blue ! important][COLOR=blue ! important]bumper[/COLOR][/COLOR] and signal light. The said truck is now in the Alcoy Police Station while the Capitol’s vehicle had yet to be retrieved from the accident site as of last night.

    CCPO director urges higher penalty for nubain users

    CEBU, Philippines - The director of the Cebu City [COLOR=blue ! important][COLOR=blue ! important]Police[/COLOR][/COLOR] Office (CCPO) is urging local lawmakers to strengthen the regulation of the use of the painkiller drug nubain (nalbuphine hydrochloride).
    Although the use of this injectable pain-killer is already regulated, Senior Supt. Patrocinio Comendador said the drug is still prone to abuse because the penalty is “affordable.”
    “It’s high time they make a legislation na i-isa ang penalty,” Comendador said during last Wednesday’s Talakayan sa Isyung Pulis (TSIP) forum held at the Police Regional Office-7 media center.
    Cebu City Ordinance 1427 prohibits the sale of nubain without the proper prescription from licensed physicians accredited by the Dangerous Drugs Board.
    The maximum penalty for selling or possessing Nubain is P5,000.
    Comendador said that the users they arrest just paid the fine and use the regulated drug again, and the cycle goes on.
    [COLOR=blue ! important][COLOR=blue ! important]Operations[/COLOR][/COLOR] conducted by the CCPO in line with their intensified campaign against illegal drugs resulted in the confiscation of nubain from Barangay Kamagayan, where illegal activities proliferate.
    Comendador revealed that 58 cases were filed and 1,069 ampules of nubain were confiscated from January to June this year. The number is high compared to other cities and towns in Central Visayas.


    The availability and affordability of nubain led drug users in Kamagayan to experiment and come up “milkshake,” which is nubain mixed with melted shabu.
    Milkshake is already being sold in some barangays in Cebu City, according to the police. The public should be informed about this, according to the CCPO director, as six people already died after taking in this substance.

    Rama allows sidewalk vending near DOH

    CEBU, Philippines - Cebu City Mayor Michael Rama has agreed to let the sidewalk vendors along Osmeña Boulevard, near the regional office of the Department of Health, continue vending at the place after they have offered to clean the area and comply with the one-side vending policy of the city.
    Rama accepted the proposals of the vendors who went to see him personally at the City Hall after having served notice giving them one week to clean their vending area otherwise the city government will be forced to leave.
    There were at least four proposals that the vendors have offered for them to continue to stay at the place.
    According to Rama, the vendors volunteered to clean the canals and apply his one-side vending policy.
    The vendors also promised to have a uniform stalls; provide garbage bin, which they will bring home after business hours and ensure that the place is clean before going home.
    The vendors however have asked that the barangay officials will help them monitor the beggars and the rugby boys in the place.
    Rama said he agrees with the proposals and warned them to strictly comply with it otherwise they will have to go for causing disorder in the city.
    According to Rama, the City Health Department will monitor the compliance of the vendors to the conditions set by them for their continued stay in the area.

    Woman found dead in Inayawan swamp

    CEBU, Philippines - An unidentified woman was found dead near a swamp at Barangay Inayawan, Cebu City yesterday morning.
    The woman is believed to be between 25 to 30 years old. She is of medium build and was wearing a yellow shirt and a pair of brown pedal pushers.
    Claudio Magnanar, 40, married and a resident of Inayawan, saw the lifeless woman lying on her back around 8 a.m. yesterday.
    Magnanar told the police that while he was walking at the area when he saw the woman lying on the ground. He checked her pulse and found none.
    He reported what he saw to the tanod on duty at the Barangay Inayawan. It was the tanod, Oliver Taber, who called the Homicide Section of the Cebu City Police Office.
    PO3 Jeffrey Gutual told The FREEMAN when they inspected the body, they found blood on the victim’s face. They also saw that the body was already in an advanced state of decomposition.
    The body was taken to the St. Francis Funeral Homes for an autopsy.
    Magnanar said that he will cooperate with the investigating police of the Homicide Section for the fast resolution of the incident.


    Gutual said they will make efforts to determine the identity of the woman and conduct investigation on why she died.

    Jeepney barker shot, wounded

    CEBU, Philippines - After an exchange of words, one of a group of four juveniles shot and wounded a jeepney barker in Highway Seno, barangay Tipolo in Mandaue City Wednesday.
    Joel Castil, 36, sustained a gunshot wound on the chest after admonishing a group of boys.
    Police said the group resented what Castil had said. One of the boys pulled out a gun and shot Castil.
    SPO3 Kerwin Bejer of Investigative Detection and Management Branch of MCPO said the group could be members of a gang.
    "Kana si Joel….gibadlong ra man na niya ang mga suspetsado nga magpadaplin basin maligsan (Joel was trying to call the attention of the suspects to stay on the safe side of the street to avoid accidents)," Bejer said.
    Bejer said Castil was being shot twice which on the first attempt he was able to evade the bullet passing on the left leg.
    Castil was taken to the Mandaue Cortes Hospital but he was later transferred to Vicente Sotto Memorial Medical Center, police said.
    Spent shells were found in the crime scene.


    The police are looking for the juveniles.

    Woman, 36, 'hacks' boy, 5

    CEBU, Philippines - A five-year-old boy suffered lacerations on the head and body after a woman allegedly attacked him with a bolo last Wednesday afternoon in Lapu-Lapu City.
    Neighbors found the boy all bloodied and lying on the ground. He was taken to hospital in critical condition. The boy sustained cuts and bruises on the head and body, and his left little finger was found barely clinging to the hand.
    Police arrested Gladys Castillo, 36, of sitio Saac, barangay Buaya, allegedly an entertainer of a videoke bar.
    SPO3 Editha Patalinjug of Women and Children's Desk said the boy and his friends were playing outside their house when the woman approached them saying "Ikaw gakuha sa higot nga pisi (Was it you who took the rope)?"
    Before he could answer, the woman suddenly struck the boy several times with a bolo measuring eight and half inches long.
    The woman denied she attacked the boy, claiming she did not know him and that she was sleeping when the incident happened.
    "Wa ko kaila ato nila. Layo man pud to ila mga eight or nine ka balay. Sa pagkahitabo natog man ko. Nay nangutana nako naunsa ang bata kay nagkadugo kuno," Castillo said.
    The boy's father said the woman could be insane but SPO3 Patalinjug said the police will check the woman's medical and psychological records.
