    Ahh, wa ka ka.gets sir. Ako pasabot is, since ang DOJ already has exclusive jurisdiction over those criminal offenses, AND tungod kay limited kaayo ang budget sa CHR, they (CHR) prefer to focus on those victims of government abuse. This is backed by their mandate.

    Yes, tanan tao whether ACCUSED or not kay naay rights. But, mu make sense pud na mu focus ang CHR sa katung offenses where the government, through the DOJ, refuses to prosecute.

    Do you really think convenient na ang mugukod sila sa government offenders? It is WAY easier to prosecute a non-government offender. Ang victims of ordinary offenders daghan kaayo daganan. Makadagan gani sila to the DOJ Secretary. Ang victims of government abuses walay lain daganan kung dili sila ka afford ug maayo na lawyer.

    If ang source sa abuse kay ang government, most likely the DOJ will not push for its prosecution. And that is within its power. Only exception is when there is grave abuse of discretion blah blah blah Rules of Court. Lacking proof of that (which in rules of evidence is nearly impossible to prove if wala kay resources), dili jud na ma prosecute imo case. Wala juy public attorney makaduol nimo kay ipa inhibit na tanan.

    Sa imo example, pwede siya muduol ug lain police, yes. But kutob rana blotter kay dili man ang police ang mu prosecute, ang prosecutor man, which is under the DOJ. So back to square one ka. Ang CHR, makatabang na nimo sa ing.ana na situation. Maka provide sila ug lawyer, free of charge.
