You have to realize na trabaho pud ni sa police and naay EXCLUSIVE JURISDICTION ang DOJ sa criminal cases (subject to special laws of course). And that limited kaayo ila budget to go after ALL forms of abuses. So siyempre, kailangan sila mu specialize and mu focus sa katung cases not handled by other government instrumentalities.

You also have to know na imo gibasa kay sa Constitution na, and that they are free to set IRRs and mandates as long as dili kontra sa Constitution. With that, ilang gi-adopt as a mandate ang katu sa UN.
