Very nice read what are neighbors are doing for their Navy.
Southeast Asian States Deploy Conventional Submarines | The Diplomat
While we procured junk coastguard cutters from Uncle Sammy (and hailed as the best thing ever happened since Jollibee, some even went to climax) our neighbors are buying subs.
"In the early years of the Aquino Administration in the Philippines, submarines were reportedly included on a Department of National Defense “wish list” for procurement under an armed forces modernization program. The acquisition of submarines appears has been quietly dropped."

Just curious, if the gov't were to buy subs, do we have the facilities to accommodate or maintain them?
Not yet for now.. if the modernization of our AFP continues even after PNoy steps down from office in 2016.. our defense planners are looking at Kilo class subs since its diesel powered and much cheaper to maintain.
However, plans to procure one is still a no no.. We're not even done yet w/ the frigate acquisition.
Asa may mas Complicated or Lisud or Mahal i maintain, Ang Eroplano or Subs?
The govt along with its foreign partner will help construct the facilities, it really depends on the package. Just like the Russkies did to Vietnam.
"Russian military engineers were constructing logistics and maintenance facilities to house Vietnam’s Kilo-class submarines. "
With Russia’s Help, Vietnam Adopts A2/AD Strategy
The sub strategy for Vietnam is really a smart move, it will give a real deterrence against China's Navy.
