While we procured junk coastguard cutters from Uncle Sammy (and hailed as the best thing ever happened since Jollibee, some even went to climax) our neighbors are buying subs.

Not yet for now.. if the modernization of our AFP continues even after PNoy steps down from office in 2016.. our defense planners are looking at Kilo class subs since its diesel powered and much cheaper to maintain.

However, plans to procure one is still a no no.. We're not even done yet w/ the frigate acquisition.

The govt along with its foreign partner will help construct the facilities, it really depends on the package. Just like the Russkies did to Vietnam.
