Guns are merely tools much like a sundang, kutsilyo, screwdriver or a pala. It's not the gun that is evil (if this is what you are trying to imply), it's the one who's holding the gun that is. How many people here in Cebu have been killed by knives/sundangs/etc vs being shot for the past 10 years? I am speculating but I do believe it's not the gun who's on top.
Our government and the police, and even the military, have been advocating responsible firearm ownership. In the cases you are citing I think if the gun used in SM was purchased legally then the person who bought the weapon should be held accountable, too. Why wasn't it stored in an area that is inaccessible to kids? Much like you and me who fear for our own safety and of those that we love, we purchase a firearm in order to protect ourselves. PERO that does not mean our responsibilities stops there -- we also have huge responsibilities that come with owning a firearm.
In some cases, people own a gun for recreational purposes and do shooting as a hobby/sport. There is absolutely nothing to fear in a gun. Just ask the guys on this thread:

In the case of street gang shootings, bank robberies, and other crimes, I have not seen the official reports but I will speculate that the guns used are
paltik weapons and were acquired illegally.
In my opinion, if a criminal has a gun, then good people should have a gun, too, just to even the odds. To answer your question, the gun in this case is protecting the good people.
