The man whom Malacañan said owns the voice on the other end of the controversial bugged phone calls of President Arroyo finally surfaced on Wednesday, abs-cbnNEWS.com learned.
Edgar Ruado showed up at the National Bureau of Investigation (NBI) and introduced himself as "Gary," the male voice on tape that allegedly took orders from the President to cheat and ensure her win by at least one million votes in the last elections.
Ruado said he was one of the President's political officers in the elections and has been performing such task since she was still senator.
"As far as I can recall, the conversations I had with the President and the first gentleman [Jose Miguel Arroyo] are normal conversations any political officer would have with his bosses," Ruado said in an affidavit he submitted to the NBI.
Ruado said as one of President Arroyo's longest-serving political officers, he had the privilege of being called personally by the chief executive on various political concerns.
He added that he spoke to Arroyo and her husband many times during the 2004 presidential elections.
Ruado said he now works as chief of staff of Negros Occidental Rep. Ignacio "Iggy" Arroyo, the brother of the first gentleman.
He said he decided to come out to disprove allegation that the tapped conversations that he had with Mrs. Arroyo was part of a grand effort to cheat in the elections.
Ruado said he also wants to prove that the President was all the while talking to him, a political officer, and not to election commissioner Virgilio Garcillano as alleged by lawyer Allan Paguia.
