P300-m naval base in Palawan set

While China is piling up concrete blocks and flaunting its navy in the West Philippine Sea, Camp General Aguinaldo is bidding out a P300-million construction package to fortify a naval base on Oyster Bay in Palawan.
The bidding schedule is contained in an announcement issued by Department of National Defense Assistant Secretary Efren Fernandez, chairman of the Bids and Awards Committee for the Bases Support and Logistics System project.
The project consists of building a pier and harbor at the Naval detachment (Lot 10) worth P237,121,130.22 for delivery in 406 calendar days from opening of the Letter of Credit, and support facilities (Lot 11) worth P76,493,826.89 with 250 calendar days.
The BAC set the opening of bid documents on December 2, 2013 at 10 a.m. at the DND building in Camp Aguinaldo, Quezon City. The bidding process started last Nov. 11 with the purchase of bid documents and a pre-bid conference on Nov. 19.
Pressed for details, Fernandez would not disclose the identities of the participating firms.
Earlier, Commodore Joseph Rostum Peņa, Naval Forces West commander, said that converting Oyster like a “mini-Subic” would cost more to turn into a major base.
Oyster Bay is 160 km (100 miles) to the Spratly islands. The Kalayaan Island Group town composed of 7 islets and 2 reefs is part of Spratlys, an oil-rich area being claimed in whole by China.
Western Command spokeswoman 1Lt. Cheryl Tindog said Oyster Bay’s development is deemed imperative.
