    P300-m naval base in Palawan set

    While China is piling up concrete blocks and flaunting its navy in the West Philippine Sea, Camp General Aguinaldo is bidding out a P300-million construction package to fortify a naval base on Oyster Bay in Palawan.

    The bidding schedule is contained in an announcement issued by Department of National Defense Assistant Secretary Efren Fernandez, chairman of the Bids and Awards Committee for the Bases Support and Logistics System project.

    The project consists of building a pier and harbor at the Naval detachment (Lot 10) worth P237,121,130.22 for delivery in 406 calendar days from opening of the Letter of Credit, and support facilities (Lot 11) worth P76,493,826.89 with 250 calendar days.

    The BAC set the opening of bid documents on December 2, 2013 at 10 a.m. at the DND building in Camp Aguinaldo, Quezon City. The bidding process started last Nov. 11 with the purchase of bid documents and a pre-bid conference on Nov. 19.

    Pressed for details, Fernandez would not disclose the identities of the participating firms.

    Earlier, Commodore Joseph Rostum Peņa, Naval Forces West commander, said that converting Oyster like a “mini-Subic” would cost more to turn into a major base.

    Oyster Bay is 160 km (100 miles) to the Spratly islands. The Kalayaan Island Group town composed of 7 islets and 2 reefs is part of Spratlys, an oil-rich area being claimed in whole by China.

    Western Command spokeswoman 1Lt. Cheryl Tindog said Oyster Bay’s development is deemed imperative.

    DND to acquire 12 155mm howitzers

    In a bid to increase the firepower and combat capability of the military, the Department of National Defense (DND) announced that it is acquiring 12 units of towed 155 howitzers for P438,620,000.

    This includes 240 rounds of 155mm HE (high explosive) and integrated logistic support.

    Interested bidders must have completed a similar project within the last 10 years and must be the manufacturers of the guns themselves.

    Bid opening is at Dec. 5 at the DND Bidding and Awards Committee Conference Room, Right Wing, Basement, DND Building, Camp Aguinaldo, Quezon City.

    The guns must be used by at least two military establishments.

    DND plans to buy 2 more C-130

    MANILA, Nov. 24 (PNA) --Department of National Defense (DND) Secretary Voltaire Gazmin has announced that plans are afoot to acquire two more Lockheed C-130 "Hercules" cargo planes for the Philippine Air Force (PAF).

    He added that this acquisition is part of the DND efforts to upgrade and make the PAF more capable in its various missions which includes disaster relief.

    The C-130s is now the aerial work horse of the government in its ongoing relief missions in the "Yolanda" battered provinces of the Visayas Region.

    The PAF currently operates three C-130s in its fleet. (PNA)

    DND Opens Bidding for 10 Units Small Amphibian Vehicle


    The DND through the Revised Armed Forces of the Philippines Modernization Program intends to apply the sum of 105 million PhP being the Approved Budget for the Contract (ABC) to payments under the contract for the Small Amphibian Vehicle Acquisition Project including Integrated Logistics Support (ILS) for the Philippine Marine Corp.

    Delivery of 10 units of Small Amphibian Vehicle is required within 90 days from the opening of Letter of Credit.

    Bids must be delivered before on or December 12, 2013 and will be opened in the same day.

    Gov't urged to allocate funds for more C-130 planes

    SENATE President Pro-Tempore Ralph Recto on Monday called on the government to earmark P1.5 billion in next year's budget for additional C-130 planes.

    Senate President Pro Tempore Ralph G. Recto said the cost of refurbishing one mothballed C-130 plane is P500 million, citing estimates from the Philippine Air Force (PAF).

    "So if we set aside P1.5 billion in next year's budget, then we will be able to double the number of our C-130 fleet. And that is a very wise investment the country should make," Recto said.

    Recto said that the C-130s were the first planes to land in Tacloban after Yolanda laid waste to it. Since then the C-130s have conducted almost round-the-clock humanitarian airlift.

    "And when Zamboanga was under siege, it was the C-130s that kept supplying the city with fresh troops and supplies, sometimes delivering then under enemy fire," he said. The C-130s were also among the first responders to the Bohol earthquake, he said.

    "The recent tragic events have proven one indisputable point: C-130s are essential transport. They should be high up in the list of disaster response equipment. Their purchase should be part of disaster preparation," Recto said.

    "It doesn't take a rocket genius to figure out that a disaster-prone archipelago like ours need airlift capability," Recto said.
