Just passed NTC exam last September. I am joining the hammers. Part of urban survival. Planning to set-up an amateur station/club that caters only for outdoors/mountain activities.

Yes you need to have that dual bander registered with Night Time Charlie.
But before that, you have to be an amateur radio operator. That means you have to have an amateur license. It starts with Class D then C then B then A. The higher your class, the higher your radio operating frequency privileges.
Mura'g mubalik mi active ani sa C.A.R.L (Cebu Amateur Radio League / DX7CA). Found our Icom 228H already. Just need to look for our handhelds, 1 Icom V8 and 1 Icom 2-ST.
You can visit the PARA Website (Philippine Amateur Radio Assn Inc.).
For convenience sake i paste here the circulars url.

Check MC 03-08-2012 Revised Amateur Regulations.
First get a license, your amateur radio license then register your radio.
Hope this helps.
