Ang point ra man gud is dili tagaan ug VIP treatment whether gi held sa detention cell/room. And correction, wala sya ni surrender sa Camp Crame but sa Sandiganbayan. Mao naa sya sa Camp Crame gibutang kay gi aprobahan man ang iyang motion nga anha sya i detain.

1. the detention rooms was prepared way before any arrest warrant were issued. Technically they know where they heading.

2. they are VIP hence they got VIP treatment seriously the room was originally made for officers then converted to detention rooms, maybe a little renovation and painting sossy gyud ang dating hehehe.

the fact they are active senators so they should be treated accordingly; even Mandela, Saddam et al. ana man pud ang treatment solitary confine.

3. When a warrant of arrest is issue, technically its the law enforcer will take over, jurisdiction will be base kung asa siya. For example si Bong nasa Cavite, the Cavite's police should arrest him and maybe na detain si Bong didto sa police station wherein substandard ang cells didto and most likely shared by other cellmate malipay na ang uban dire hehehe.
But they choose otherwise si Jinggoy surrendered to Camp Crame, actually he ask the police before his arrest warrant didto siya idiretso maybe to avoid ma detain sa other police station.

4. I think people overlook that its not easy detaining people esp politicians with mass supporter base, like the case of Erap that they need a special detention facility cause they knew the possibilities of supporter might storm inside the facility.
In this case Im sure thats what they are doing, camp Crame is a police headquarters im sure security is tighter than any police station.
