at this time the concerned parties will probably think twice for a full blown conflict in the korean penisula this are no afghan or iraq type land battle where air superiority could provide full defense and acceptable casualties for the invading force. a few examples the north's old relic of more than 10th heavy artillery peices at a given notice
it could rain and shell shock seoul city korea which is unfortunately near the border and there are no defense against incoming shells except hit the artillery peices before they fire a pre-emptied strike against all the artillery positions is wish ,in which case would take days or a month to hunt it all by air, you cant rush either cause of the mines in the dmz even a marine assualt type the beaches are mined. the north have enough millions of manpower and plenty of old type conventional weapons to inflict unacceptable casualties against the south and an invading force , much more if the have 1 or 2 atomic bombs which i doubt they have the U.S for example is not ready to take 10th dead in a modern warfare the north is ready to have more than a million casualties..

I apologize for being the bearer of bad news, here's some more update on the N Korea missile crisis:

North Korea cuts talks, South freezes aid
Regional fissures over how to deal with Pyongyang's missile tests widen

    Updated: 5:51 a.m. ET July 13, 2006

PUSAN, South Korea - North Korea stormed out of talks with South Korea on Thursday and Seoul froze food aid to its impoverished neighbor, as regional fissures over how to deal with Pyongyang’s missile tests widened.

Pyongyang also appeared to have stood up to its closest ally, Beijing, which has sent a “friendship delegation” to North Korea.

“So far they don’t seem to be interested in listening, much less doing anything,” U.S. Assistant Secretary of State Christopher Hill told reporters in Beijing. “I think the Chinese are as baffled as we are.”

As far as I know..it was Japan & the South Korea who are screaming "Foul" & it echoed to the West. Infact..it was Japan who strongly recommends for Economic Sanctions. Japan is even Hinting of a Pre-emptive strike.

    another update:

U.S., Japan push for N. Korea resolution vote
Security Council could vote Saturday despite China, Russia veto threat

    Updated: 9:00 p.m. ET July 14, 2006

UNITED NATIONS - The United States and Japan on Friday insisted that the Security Council vote within one day on a proposed resolution condemning North Korea’s missile tests, despite an apparent deadlock with China and Russia over the document.

After a second day of negotiations, Japan circulated a new draft text that sought to bridge the differences with China. But Chinese Ambassador Wang Guangya said it contained unacceptable language and threatened to veto the draft.

The split, he said, had to do with one key issue: how much authority to give the council if North Korea doesn’t obey demands to halt its missile program.

“I think I would be forced to vote in a way which means there would be no action by the council,” he said.

The latest draft, obtained by The Associated Press, retains demands that North Korea suspend its ballistic missile program and includes mandatory sanctions, requiring all member states to block it from receiving or selling missile technology.

    Hurdles added to military force
In an apparent attempt to placate China, the draft narrows the legal authority under which the council could act. It does so by essentially erecting another hurdle on the road to the council using military force if North Korea fails to meet the resolution’s demands.

Wang told reporters that China could not accept that compromise. With Russia’s support, China has proposed a much weaker text that eliminates any threat of military force, and also drops mandatory sanctions.

It calls on Pyongyang to re-establish a moratorium on missile tests and requests — but does not demand — that all U.N. member states “exercise vigilance in preventing” material and technology that could be used in missiles from getting to North Korea.

It also calls on all countries not to buy North Korean missiles or technology.

    New Update:

Korea threatens to ‘bolster war deterrent’

North Korea threatened on Sunday to “bolster its war deterrent” in response to UN-agreed sanctions to curb its missile programme, but the US and China told Pyongyang it faced no option but to return to talks.

Washington and Beijing avoided a damaging split on Saturday with the unanimous adoption of a compromise Security Council resolution, which fell short of invoking its powerful Chapter 7 enforcement powers, a red line for China, but cited the UN’s “special responsibility for the maintenance of international peace and security”.

China’s President Hu Jintao told reporters after a meeting with US President George W. Bush in St Petersburg that six-party talks between the US, North and South Korea, Russia, Japan and China remained the primary way to resolve the situation.

“Both sides agreed to continue their efforts to move forward with the six-party talks so that at the end of the day the entire Korean peninsula can be de-nuclearised in a peaceful way through dialogue and in negotiations,” he said.

Condoleezza Rice, US secretary of state, praised China for backing the resolution, and told reporters that international unity on the issue meant that “ultimately, North Korea will have no choice but to return to the talks”.

Pyongyang had re-sponded angrily to the UN decision, saying it would not be “bound to it in the least”, and asserting that “the vicious hostile policy of the US towards [North Korea] and the irresponsibility of the UN Security Council have created an extremely dangerous situation on the Korean peninsula”, according to the state news agency, quoting a North Korean foreign ministry spokesman.

“Our republic will bolster its war deterrent for self-defence in every way, by all means and methods now that the situation has reach-ed the worst phase due to the extremely hostile act of the US.”

South Korea, which had opposed tough sanctions in favour of more diplomacy, on Sunday said it supported the resolution. The foreign ministry urged North Korea to comply with the resolution and desist from any further provocative steps.

Seoul’s defence ministry said it planned to establish a missile defence command to counter threats from North Korean missiles and long-range artillery. Yonhap news agency, citing an unnamed government official, said the command would have its headquarters in central South Korea and would control the country’s artillery power, including multiple-launch rocket systems and ground-to-ground missiles.

Jiang Yu, the Chinese foreign ministry spokeswoman, said in a statement that “China opposes any action that will lead to more complication and tension on the Korean peninsula”.

Japan’s government said it aimed to adopt measures to restrict the transfer of funds to North Korea. Tokyo has a foreign exchange restriction law, but until now the cabinet had made no decision to implement it.

The UN resolution, which requires member states to stop imports and exports of any material or funds relating to North Korea’s missile or weapons of mass destruction programme, provided “an important milestone”, a foreign ministry spokesperson said.
