There were around 3,000 respondents who participated in the pre-election survey. Now, 3000 is a very small number compared to the 50 million Filipino voters or to the 16 million voters who actually voted for digong. Yet the 3000-respondent survey has predicted the presidential election outcome.
The whole point of having a survey is to get the current trend using a subset of the whole population (as oppose to asking the whole population which is practically unattainable given a very short time). If a survey takes much time, by the time we get the result, the questions (and their corresponding answers) are no longer relevant.
