- found on brothels

Not entirely. California has just recently legalised self-cultivating marijuana by age 21 years or older while the Philippines can't do such things. There's still a difference, the Philippines isn't America. It's also not about the trend or 'sunod-sunod', it's about having control over something that already exists but isn't within the Government's grasp.

first and foremost before giving licenses and certifications to operate, the women are educated health-wise...use contraceptives all the time during penetration, practice oral hygiene etc and this practice should hold true for both foreigners and locals...Why does there seem to be a vendetta against foreigners here? u also mentioned that this will encourage laziness among people when prostitution is legalized? You are forgetting the fact that it is a buyer's market out there and people have preferences. and the law of supply and demand. Its a fact that prostitution cannot be stopped. It's called the oldest profession, isn't it? Though this is now rampant and authorities has no way to stop this, it cannot be the reason for making it legal. It will cause a domino effect and eventually bring more problems to the society.
