Hi, as far as I know, you can apply na basta turning the minumum age required within the year applied. Yung 6 months na re-application period would be only applicable if you have reached the FINAL INTERVIEW. Kaya apply na! Walang mawawala if you try!

You may also want to call the IPAMS office so you could confirm this
