* grandparents
* brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
* another relative of any age or relationship if none of the above relatives could be sponsored, and you have no other relatives who are Canadian citizens, persons registered as Indians under the Indian Act or permanent residents and

Who cannot be sponsored
Other relatives, such as brothers and sisters over 18, or adult independent children cannot be sponsored. However, if they apply to immigrate under the Skilled Worker Class, they may get extra points for adaptability for having a relative in Canada.
Here are some advice if planning to immigrate to Canada, based on personal experience.
1. Do some research about Canada (about people, weather, government). Go to their goverment websites. These will have most of the information that you need. You can also see the requirements, fees, and even download the application forms.
2. This is not meant to putdown the agencies, but as much as possible, DO NOT USE AN AGENCY. Try doing it yourself. This will save you a lot of money (money you can use for your airline fare, or for the application fees). As long as you are qualified (based on immigration point system) and your papers are in order (i.e. police clearance, health), there is no need to hire somebody else to apply for you, and there is no advantage in hiring one (contrary to what agencies will tell you). There is only one process when applying, and it is the same if you go through an agency or doing it yourself. So save the money for something else.
3. During the interview, try to stay confident, always be honest, and stay consistent with your answers. Ask if you have questions. If you application is denied, ask for the reason and how you can correct it in the future.
4. Immigration is now very strict with "show money". Based on experiences from friends and family who have immigrated recently, you must be able to prove that the money is yours (not just borrowed from somebody else and returned later). A few checks they'll make is when and how you acquired the money.
5. If immigrating with the whole family, especially with little kids, it is better for one parent to leave first and settle down (i.e. look for a job, place to stay). This will make it cheaper and easier for everybody in the long run.
6. Staying with relatives or friends will be of great help when you come to Canada. This will make transition easier, quicker, and cheaper. If they don't ask you to pay rent (because you're relatives or what not), ask anyway, or find ways to contribute or help. They will really appreciate it. There are lots of place to stay (i.e. basement apartments, high rise apartments) when you're ready to move on, especially when the whole family comes over.
7. There are lots of jobs available, provided you are not picky. Some companies will ask for "Canadian experience", so apply for anything you see, just to get that "canadian experience". Remember, government agencies are there to help you look too. Understand that there are no "degrading jobs" here. A job cleaning tables, or mopping floors aint that bad. You'll be surprised that, trades (i.e. construction workers, carpenters, plumbers) are sometimes paid more than office jobs. On your resume', do NOT put your age, birthday, religion, gender, or other personal information. Companies are not supposed to ask these questions (to avoid discrimination), and you have every right not to answer it.
8. Canada has a health care system, so health services are free. Schools from elementary to high school, except for private ones, are free. Because of these services, Canadians to pay higher taxes, which, IMO, is worth it.
9. You will see all kinds of races (especially in Toronto area). Respect other people, their privacy, their culture and religion and you will be respected.
Lastly, good luck, and try to get in touch with the filipino community once you're in Canada.

Another option, especially for IT people, is to gain experience here in the Philippines. That way, when you get to Canada, you dont have to start from scratch anymore. SAP is an example of this.
My best friend gained 5 years SAP experience here in the Philippines. When he migrated to Canada, he changed jobs thrice in less than 6 months. Gi-pirate siya... =)
