    for me, LTO Dont have the power to implement such law. if RA means implemented nationwide but can be modified sa local level with supporting ordinance. kung d willing mo support ang local govt that means palpak or useless or wla ngka sinabot sa sharing mao naay other municipalities not implementng helmet law. if LTO alone, keber ang law.

    kung keber ang law, balik ang taw sa kabo kabo or kokonut helmet... implementation sucks...

    does LTO have policing power? if not then there are just similar to other agency who dont have policing power ug magsalig pa sa PNP/AFP

    dili ko sure pero sa tingin ko wala but sila ang authorized agency to implement the transportation laws
