It's true that they are working but how do you know that they are living comfortably in Cebu?

Kung walay anti -smoking ordinance ang Cebu, naa may Tobacco Regulation Act of 2003 that covers the entire Philippines.

Dili lang kaya ipatuman sa LGU ug dili kaya masunod sa mga tao

Daghan pud taga Cebu nanarbaho sa laing lugar even overseas, sa libya, for instance. are you sure that they are living comfortably in libya?

About that Tobacco Regulation Act, its not anti to smoking, I guess if you read the law well, its implemented not just to specific places but to the entire country.

Filipinos working abroad have different case, but were just in the same archipelago and the same monetary value, and if you have a degree and a professional, you can always work in other cities in the Philippines and still under the same tax bracket. Theres no point in also arguing about the standard of living since its proportional to the minimum wage of specific localities in the country.
If musulti sad ka nga dili sila comfortable sa ilang gi trabahoan, kung adto sad sila sa ilang gi puy-an pero way trabaho comfortable diay sila?
It just goes around the same circle.

If you just read all the details of the law that you just mentioned, Kung nakapuyo lang ka ngari ug wala nag sunod2x sa mga gipangsulti sa uban you would know well that it is implemented in Cebu.
