DND says European military equipment cheaper

MANILA, Aug. 15 (PNA) -- Defense spokesperson Peter Paul Galvez said the equipment needed by the Philippine military from European suppliers are readily available and generally cheaper.

This followed DND's earlier announcement it is planning to acquire 10 attack helicopters from France's Eurocopter Consortium and two missile-firing frigates of the "Maestrale" class from Italy.

"We opted to look into this as they are readily available and cheaper," Galvez said in Filipino.

But the DND spokesperson stressed despite the cheaper costs of the above-mentioned military equipment, these are quality machines used in dozen countries.

DND Secretary Voltaire Gazmin earlier confirmed the country will acquire two missile firing frigates from the Italian Navy by 2013.

He added the two ships, which are Italy's "Maestrale" class frigates, are expected to sail in November next year once its funding and contracts are approved and signed.

The DND chief said both ships will cost around P11.7 billion.

"They will be our most potent naval assets. They will help a lot in giving us a credible defense posture," he added.

The "Maestrale" class is an eight-ship fleet currently being operated by the Italian Navy.

It is primarily designed for anti-submarine warfare and first commissioned in 1982.

However, the vessels are highly flexible so they are also capable of anti-air and anti-surface operations.

It has a displacement of 3,300 gross register tons and a speed of 33 knots.

The ship is armed with anti-ship missiles, torpedoes, long range guns and automatic weapons, making it ideal to protect the country's maritime borders against poachers, pirates and foreign aggressors.

And in relation to this, Gazmin also said that the country will also will be getting 10 brand-new units of "Eurocopter" attack helicopters.

He added this contract is worth P3.2 billion.

Gazmin said that the DND has already presented it to the government policy and procurement board for evaluation.

This was after the defense department recommended acquisition approval for the above-mentioned helicopters.

And should the contract be signed anytime this August, the DND chief said that the first four units will be delivered within the year.

"All these choppers are brand-new and fitted with weapons, navigation and sensor equipment," Gazmin stressed.

The body of the Eurocopter is made from 80 percent carbon fiber reinforced polymer and kevlar, 11 percent aluminum, and six percent titanium.

The rotors are made from fiber-plastic able to withstand combat damage and bird strikes.

Protection against lightning and electromagnetic pulse is ensured by embedded copper/bronze grid and copper bonding foil.

Eurocopter's armor can withstand 23 mm auto cannon fire.

The helicopter can be equipped with a variety of air-to-ground weapons, rockets, and even air-to-air missiles and state-of-the-art sensor and navigation systems. (PNA)

DND spokesman and Assistant Secretary of Defence Paul Galvez said that due to availability issues with the reffered option - the AW109E Power Attack Helicopter - Manila had chosento procure four AS550 Fennecs this year. The Fennecs are reportedly part of a cancelled or reduced order from an unspecified Middle Eastern country, probably Libya.

Galvez said the Fennecs were needed urgently to provide air cover for Philippine forces conducting counter terrorism and insurgency operations while the PAF McDonnell Douglas MD520 Defender light attack helicopters areupgraded under a service-life extension programme (SLEP)

The commander of the PAF said the AW109 would be procured at a later date and would be operated by the Philippine Marines/Navy.
