I've known a leader who sent his former allies to jail and even banned from entering the country after the leader suspected the ally of turning against him.

Secretary Rafael Mariano orders DAR Central Luzon to get the assistance of 'appropriate law enforcement officials' to ensure that the Cojuangco-owned Tadeco complies

MANILA, Philippines – The agrarian reform secretary ordered on Thursday, August 25, the distribution of hundreds of hectares of Hacienda Luisita in Tarlac, which are in addition to the almost 5,000 hectares that the Supreme Court had ordered for parcelling out. The 358.22 hectares of prime agricultural lands ordered distributed by Agrarian Reform Secretary Rafael Mariano are in the villages of Belete and CutCut in Tarlac City.

They are owned and managed by Tarlac Development Corporation-Hacienda Luisita (Tadeco) of the families of former presidents Corazon Cojuangco Aquino and Benigno Cojuangco Aquino III.

In a bulletin published on the website of the Department of Agrarian Reform (DAR), Mariano explained that the said parcels of land were not among the 4,915.75 hectares that Tadeco had assigned and conveyed to its spin-off corporation, Hacienda Luisita Incorporated (HLI).

Since only the properties under the name of HLI were covered by the Supreme Court order for distribution, the Alyansa Ng Manggagawang Bukid Ng Asyenda Luisita (Ambala), an organization farmworkers in the sugar estate, filed a petition with DAR, seeking to put the Tadeco properties under the agrarian reform program.

MANILA - Contempt charges are being considered against Hacienda Luisita for reportedly delaying payments due to agrarian reform beneficiaries.

The Department of Agrarian Reform claims a review of Hacienda Luisita Inc.'s books has not started due to the company's inaction on issues such as shouldering the audit costs.

Agrarian Reform Undersecretary Luis Pagulayan says it is high time that HLI allows the audit to proceed, noting it has been nearly six years since the Supreme Court ordered the distribution of land to qualified beneficiaries.

Part of the ruling also called for 6,296 beneficiaries to get P1.3 billion in proceeds from Hacienda Luisita's sale of land to entities such as RCBC and the government.

The audit is supposed to determine the actual payments after taxes and other costs are taken into account.

Pagulayan said the department will be forwarding the audit plan to Hacienda Luisita, which will be given 30 days to act.

"The ball is in the court of HLI and if they delay this, we will be forced to file necessary motions to the Supreme Court; one is to cite them for contempt for delay. The farmers have been entitled to proceeds of sale, but the audit is yet to be done," said Pagulayan.
