Console cpu is different from desktop cpu hence the performance issues when it comes to running emulators on a desktop. But as far as graphics go, pc graphics is far superior. We are talking about almost a decade old graphics tech on consoles.

Advise lang, dont set your expectations too high. At the end of the day, it's your budget that will dictate things and 40k is no joke.
A wise thing to do is take the 23k rig on p1 and work from there. Or better, set your sights on the 15k rig. I think that is more realistic nonetheless it is not a rig to be taken lightly.

Naa nay dala cooler ang cpu. You dont need an aftermarket cooler. And a 23in lcd over a 20in will bring about a better gaming experience compared to moving from i3 to i5. The i3 is a very capable gaming processor. Daghan gani kaayo users diri. After 3 years, adto na ka mopalit og bisan 2nd hand lang na i7..

^ yup, i agree w/ bro keropi on the i3... i'm a user of an i3-2120 (2nd Gen) and a GTX 660Ti SLI... it's very good in gaming... even for productivity apps, it is still powerful enough... ayaw lang pa tintal sa mga benchmark bro e0rich... the IB i3 is good enough, it's better than the SB i3 (@ ~ 10% performance increase)... you can upgrade your GPU to a GTX 660 Ti and a 23" monitor for 1080p gaming...
if your dough can accommodate for a IB i5, GTX 660 Ti and a 23" monitor, you can pick these poison too... hehehe... but then again, an i3 is a very capable gaming CPU as bro keropi commented...
