ZAMBOANGA CITY - The Moro National Liberation Front (MNLF) said Tuesday that it felt "double talked" and "betrayed" by the national government for entering into the "framework agreement" with the Moro Islamic Liberation Front (MILF).
The MNLF said that the current treatment of the government of the 1996 final peace accord will force its members to return from the mainstream to arms struggle.
Habib Mujahab Hashim, chairman of the MNLF’s Islamic Command Council (ICC), said the “framework agreement” is tantamount to the total abrogation of the peace accord they have with the government.
The ICC is one of the three factions of the MNLF led by its founder , Nur Misuari and the wing of Muslimin Sema.
“But what about the final agreement with the MNLF and the GRP? They should have first declared this as abrogated and abrogate it officially before entering into another agreement,” Hashim said.
“For us, this is double talk, a betrayal on the part of the government on the MNLF,” he added.
He said the MNLF is very concerned with the possible effects of the “framework agreement,” saying it is a total unilateral abrogation of the 1996 peace agreement, the Tripoli agreement, and the Jeddah accord of 1987.
The MNLF have entered into three agreements with the government from the time of former President Ferdinand Marcos in 1976, former President Cory Aquino in 1986 to 1987, and former President Fidel Ramos in 1996 which resulted in the enactment of the Republic Act 1954, the establishment of the Autonomous Region in Muslim Mindanao (ARMM).
“Now, they would like to erase that from the face of history,” Hashim said.
The government's agreement with the MILF espouses the establishment of a Bangsamoro territory, which will replace the ARMM.
OIC petition, armed struggle
Hashim, who is the concurrent MNLF deputy foreign minister, said the group will exhaust all remedies by bringing the issue to the Organization of Islamic Conference (OIC).
He said that under the tripartite form of agreement pursuant to international law and international practice, one party cannot abrogate an agreement without the consent of the other party.
He stressed that the MNLF was not consulted on the current agreement with the MILF.
Hashim said while the “framework agreement” is good for the MILF, he is doubtful if it will be good for all the Bangsamoro people. He also said that the MNLF is the sole representative of the Bangsamoro people internationally.
He said the MNLF leaders will be regrouping and organizing in the coming days to go back to its common and original objective.
“Because there is no other recourse now for the Moro National Liberation Front, at least the majority of the senior leaders of the MNLF, we have no other recourse but to go back to the original objective of arms struggle,” Hashim said.
“We will no longer entertain any form of ministerial or, if it is autonomy it shall be independence. That is what we have fought for the last time,” Hashim said.
However, Hashim clarified that they will not move at this point in time for any drastic actions.
“Hayaan muna natin sila. Hopefully they will succeed,” he added.
Hashim, meanwhile, said that he resents the government’s description of the ARMM as a failed experiment. The ARMM is the fruit of the 1996 peace agreement after 40 years of negotiations.
“Pinaghirapan nila, pinaghirapan ng MNLF, after 40 years and a short period of time they will say it is a failed experiment?” Hashim said.

Are these territories getting federalized? Like they keep their own income, while we keep our income, thus, central money is not going to these corrupt former ARMM officials?

Ang Resulta ani mas rich pang Bangsamoro sa RP .. kalooy sa pinas gi betray ni Pnoy .... pero okay ra kay daghan man Yellow sugot ra sila ug Betrayal kay idol mana nila si Pnoy ....
