basic on hostage negotation:

1. Safety of the victim must be at all times the PRIORITY.
2. Say only Yes on the demands of the hostage taker. No IFs and BUTs.
3. Only 1 Negotiator no other else. He shall have full authority.
4. Never provoke the Hostage Taker, keep him calm at all times.
5. Last but not the least, be prepared on an assault when things go bad. At least send the MOST TRAINED personnel to do the job it is not necessarily a SWAT.
