The US doesn't want a base in the Philippines so it isn't coming back. The base in the Philippines existed in a different time where the Soviet Union was still a factor. It's location is negligible since the US has carriers and the US already carries out bombing missions that bomb Middle East targets, yet flying out of the middle of the American continent. Plus the US still has bases everywhere. One of it's main bases is in the middle of the Indian Ocean. The entire US military is also downsizing and getting more streamlined ... so the US doesn't really want another base to support.

So no ... there is nothing that would be favorable to the US to re-establish a base in the Philippines. Filipino politicians shouldn't have caused a fuss in the first place. But hey, Pinoys like to feel patriotic even when feeling patriotic costs them something. Many Pinoys act like kids ... and most politicians are kids in power.

Why don't we become a state?

The Philippines has a third of the population of the US. It wouldn't be able to support itself as a state if it had to meet the standards to be an American state and would bankrupt the American economy.
