    1) The highest level of public debt (P4.08 trillion as of yesterday) and the biggest amount of foreign borrowing. (More than Makoy, Cory, Ramos, and Erap combined).

    2) The No. 2 most corrupt country in the world; No. 1 in Asia according to the World Economic Forum and Asian Development Bank.

    3) The most dangerous place for journalists in the whole world, according to the New York-based Committee to Protect Journalists (CPJ) and earlier the London-based ICJ.

    4) The new shabu manufacturing center in Asia.

    5) The harshest repression rate of freedom of speech and of assembly topped by a “no- permit, no-rally” policy.

    6) The highest unemployment rate (13.9 percent or five million unemployed) and the highest underemployment rate including the collapse of the garment industry.

    7) The biggest corruption scandal in the AFP's pathetic history and the loss of standing and respect in the international community.

    You failed to mention that she is also the worst President ever had. She even shamed Marcos in the unpopularity departments. Marcos looked like an angel compared to Gloria Arroyo.

    Quisumbing, proposed an ordinance be put in place to promote transparency in the use of public funds after PB members found that Gov. Gwendolyn Garcia was able to enter into a P7.2-million contract* for the outsourcing of medical personnel even without their knowledge.

    The contract for the outsourcing was not included in the annual budget.

    Does Cebu needs to outsourced medical personnel where there are hundreds of medical students helping Cebu's hospitals?* Who owned this Medical Company that supplies medical outsourced personnel? Who are the stockholders from this company?

    Cebu fire eats up P60M worth of seized vehicles

    CEBU CITY -- At least 60 million pesos worth of seized vehicles went up in smoke early Thursday morning when fire gutted a building of the Cebu Ports Authority (CPA) at the Cebu International Port here that was also used as a storage facility of the Bureau of Customs.The one-story building also housed the offices of the Maritime Police Office in Central Visayas, Starlight Cargo Express and Oriental Port and Allied Services Corp. (Opascor), said Cebu Fire Marshall Esmael Codilla. He said the fire broke out around 3:55 a.m. at the Starlight Cargo, located beside the area where the Customs stored its seized items. It was put under control after 55 minutes.     Police want intercepted container van inventoried
    The van is now at the Cebu International Port after Ughoc turned it over to Haron Baragona, chief of the Office of the Wharfinger. Earlier, police found three right-hand-drive Mitsubishi Delica, Spacegear, and Jasper, placed at P2 million each, when the van was opened after a search warrant was secured. The consignee failed to appear at the police station to claim the cargo. As of yesterday afternoon, Ughoc was still waiting for Mangaoang's response to their request. Mangaoang questioned the authority of the Mandaue police when they opened the container van. She maintained that the van contained used truck parts during inspection before its release from the Customs zone. Ughoc said he already assigned two policemen to secure the van within 24 hours at the CIP.     The Bureau of Customs, which is listed as among the most corrupt government agencies where the males are always pictured as the culprits. Would she survive from such situation that often involves politicians who use their influence to protect their nefarious business? Would she be able to perform a magic that has a semblance of Joan of Arc's heroism, so to speak? Collector Mangaong recently unleashed daring words to media, which warned her of politicians who might attempt to wreck her policy of transparency and fair public service. Unfortunately, it didn't happen the way she expected it to be. This corner learned that three congressmen -- from Cebu, Surigao and Davao -- are allegedly conniving in an effort to oust the lady collector from Cagayan de Oro City.     Congressman No. 1: Threatens to junk the newly designated Finance secretary, whose regular appointment is to be decided by the Congressional Committee on Appointment, of which he is a member, if the secretary won't do something to transfer the lady collector. He had reportedly requested, in behalf of a group of smugglers, for an audience, which the collector refused, and that apparently caught the ire of the congressman. The congressman came to Cebu for that sole mission given by a syndicate and stayed in a four-star hotel with a woman.

    Congressman No. 2: Got irritated after his request to have his nephew (a certain Mr. P.) accommodated in the Cebu Customs Bureau, as replacement of an official with a deputy collector status, was turned down. He reportedly joined Congressman No. 1 in an effort to cast out the lady collector. Dropping the name of the President, this lawmaker allegedly told the Customs Bureau chief that any unfavorable action to his request would be reported to Malacañang, which credits him for "his support to the President during the last election."

    Congressman No.3: He's reportedly offering all-out support to the efforts exerted by Congressmen No. 1 and 2 against the lady collector to the point that he also made browbeating effort to the BOC chief and the finance secretary. To his disappointment, the two officials merely ignored the congressman's menacing act. This lawmaker was reported to be the one who was caught in flagrante by a top military official while sleeping with a mistress. He reportedly escaped through a window, leaving his partner who happened to be the wife of the military official. Taking it with a grain of salt may just be the right thing for the public to do concerning Mangaoang's word to politicians to stay away and not to mess with her.     This corner stands by what it reported two columns ago regarding the seized smuggled cornstarch based on the info relayed by my source. Apparently informed by the commissioner about the report, Cebu Customs Collector Lourdes Mangaoang issued a statement to this corner explaining that the shipment was covered with proper documents, dousing allegation the shipment was questionable as alleged by the source.     The Commission on Audit (COA), in its annual audit on City Hall’s fiscal transactions in the past year, reported that some P10.7 million in cash advances were not liquidated as of Dec. 31, 2004. Also, even if they have yet to settle their cash advances, nine disbursing officers were at the same time allowed to function as collectors at the Cebu City Treasurer’s Office.     Both did great damage to our country but both won the presidency. In essence, we're the ones who put them there. We're the ones who gave them the power to do great damage.

    Anyway, for me (and this is off-topic)...there's a certain male politician who has been in every administration since the marcos era. It's been told that he has enough power to wield such disturbing political events just like Dick Cheney. Hasn't anybody (other than me) wondered when will Enrile RETIRE?
