Ian, are you really from Olango or just being transplanted there? Seems like you dont know your own geography, (peace). Olango is not on the north of Mactan, rather it's on the east or southeast of Mactan. Google Cebu map and you'll see.
There's no island north of Mactan island but two bodies of water, the Mactan Channel and Magellan Bay, Further up north is mainland Cebu, particularly the city of Mandaue, Consolacion and Liloan towns.
I've been to Olango island two years ago on bird watching at its bird sanctuary located at the southernmost tip.
To get there, take a pump boat or motorized banca from any point of the eastern and southern sides of Mactan main island. In my case, I took one from near Hilton Hotel to get to Tingo at the northern tip of Olango. To get to Sta. Rosa by the Sea, take a ride from Maribago.
