if IrO nery were responsible ... she would have told paulus canete to yield to the head of Mandaue City, the mayor ... and account for all the money given to him by the city (which he has never done) ... she instead instigated the IrO dominated council to make irresponsible (and illegal) resolutions aiding the paulus MCC .... this could be construed as aiding and abetting in a criminal act ...
