Take note: the keeping of tokays without a farm permit is still illegal but still DENR has no hold nor control over those that are keeping them secretly, even when they are transported without a transport permit(pre-requisite to this is a farm permit or Certificate of Wildlife registration or CWR) is still illegal.......it aint that easy for DENR as well.
