NCRPO sacks 70 cops in Metro

SEVENTY policemen accused of various offenses in Metro Manila are facing dismissal proceedings, according to the National Capital Region Police Office.
NCRPO Director Nicanor Bartolome said he has approved the dismissal of the lawmen for various offenses such as grave misconduct (robbery, extortion, rape, immorality, malversation of public property), serious neglect of duty (absence without official leave or AWOL, failure to attend court duty) and other anomalies.
Based on NCRPO records from Oct. 15, 2010, to March 31, 2011, 61 police personnel were dismissed for grave misconduct offenses, while nine others had to go because of offenses traced to serious neglect of duty.
Bartolome also approved the demotion of 18 personnel and the suspension of 60 others, bringing to a total of 148 personnel given sanctions under his leadership as the NCRPO head.
Senior Insp. Joselito Binayug, who was caught on video torturing a robbery suspect inside a police station in Manila, was sacked for violation of Republic Act 9745, or the Anti-Torture Law, he said.
The others facing dismissal are PO3 Antonio Bautista of the Manila Police District and PO1 Melardo Abbang of the San Juan City police, who were both charged with rape; SPO4 Rolando Bagon and four others of the Makati police for robbery and extortion and illegal arrest of a German national; Chief Insp. Edwin Faycho and two others from the Quezon City police for the attempted kidnapping of Indian national James Khumar and the frustrated murder of Senior Insp. Renato Apolinario and Khumar.
Bartolome said he has ordered his internal affairs and investigation chiefs to fast-track all administrative cases, but to ensure that due process is observed.
The police official, on the other hand, paid tribute to deserving men in uniform, awarding 18,848 medals to NCRPO members whom he cited for good deeds and outstanding performance.
“The NCRPO is not a place for misfits. We will continue to weed out the undesirables within our ranks,” he said. “I will not hesitate to dismiss, demote or suspend erring cops but I will be quick to recognize and reward the good deeds and accomplishments of my police personnel here in the metropolis.”
