THE anti-charter change group One Voice expressed confidence that the petition for people’s initiative by to amend the Constitution would be junked by the Supreme Court as it said its lawyers yesterday unearthed evidence that the signature collection was fraudulent.
Just two days into the three-day investigation of the documents at the Comelec offices, Carlos Medina, One Voice chief legal counsel, said they have almost accomplished their mission in proving the invalidity of the petition filed by Sigaw ng Bayan and the Union of Local Authorities of the Philippines (ULAP).
"The petition will have to fail because of at least three districts where signatures were not verified," said Aquilino "Koko" Pimentel III, one of the lawyers opposing the petition.
Pimentel was referring to Districts 1, 2, and 3 of Davao City where the election officer only verified the names of the voters that appeared in the list of registered voters and not the signatures.
"It is clear in the law that the signatures must be verified and not the names of the signatories," claimed Medina.
Marlon Manuel, another member of the legal team added: "Aside from that (no signature verification) we have also discovered that some of these certifications were upon the request of mayors as indicated in the certificate".
Manuel identified the local chief executives as Rolando Tigas of Samal, Armando Ramos of Bagac, Antonio Raymundo Jr. of Orion and Carlos Pizarro Jr. of Pilar, all in Bataan.
"Ito ay maliwanag na ang naglalakad ng mga dokumento ay mga mayor. I thought this is supposed to be the peoples’ initiative?" he said.
Abigail Binay of the United Opposition, cited the case of a casual municipal clerk, identified as Rowena Castero who certified the verification of signatures in Sta. Fe Look town in Romblon despite that she was not a Comelec election officer.
"It is clear in the Constitution that only an election officer must certify the verification of signatures. It is of course different if the one who certified it doesn’t have the authority or the competence (to do such a job)," Medina said.
"Many are fabricated as mentioned in the documents that we found. Others are double entry and even triple entry which means that their names are twice or thrice entered in the petition," he said.
Medina cited a case in Brgy. Buenavista in Jaro, Leyte, where the signature sheets were photocopied to be able to meet the quota of signatures,
According to the Constitution, those who want to push for amendments through the peoples’ initiative must be able to sign up 3 percent of the total registered voters in every legislative district and 12 percent of the total registered voters nationwide.
Members of ULAP and Sigaw ng Bayan maintained their petition is valid and "aboveboard."

And that shamelss Atty Raul lambino would claim that those items were relief goods for the victims of typhoon and falshflood even if there was no such thing during that operation was caught on tape.
And now this latest caper. But you cant be sure, with the Supreme Court teeming with Glue-ria appointee anothe Harry Houdini type of verdict might happen in favor of Glu-ria's cha cha.
