    CEBU CITY -- A British subject who heads an international school here will be investigated by the Bureau of Immigration (BI) following complaints that he was "anti-Filipino."

    Geronimo Rosas, BI Central Visayas director, said Mark Bretherton, head of the Cebu International School (CIS), would also be investigated for not renewing his work permit from the Department of Labor and Employment (DoLE).

    Bretherton has been CIS superintendent for six years.

    The Cebu International School Faculty Association (CISFA) opposed his application for a renewed of work permit, accusing him of discrimination against Filipinos and violating the Labor Code.

    Although Rosas said his office has yet to receive any complaint "by any citizen who was aggrieved by Bretherton's alleged anti-Filipino attitude," he could still conduct an investigation even without a formal complaint.

    Rosas said his office would coordinate with the police, the National Bureau of Investigation and concerned citizens in the investigation.

    "What is really his standing in the community? We will ask people to substantiate their allegations and it should be under oath," he said.

    Rosas also said he would check the status of Bretherton’s work permit.

    The contract with CIS of Bretherton, who is married to a Filipina, is valid until 2009.

    He was issued a work permit on August 7, 2003, which expired this June 30.

    Elias Canayong, DoLE Central Visayas director, in an August 29 order, canceled and revoked Bretherton’s permit after the international school failed to submit proof that no Filipino could do his work.

    Cayanong also took into consideration the allegations of CISFA that Bretherton was discriminatory against Filipinos. He was once quoted as calling Filipinos "mongoloids."
