Updated my wife's devices tonight (iPad and iPhone 4) to 4.3 and so far all I can say is - meh!

Only thing i find useful is the setting for text tone to have it at multiple times.

havent tried the gestures on the ipad yet. only garageband is available for the old ipad. imovie was updated on her iphone as well. I like the added security settings for in-app purchases, installation, deletion, and other important stuff. very useful if I plan to give away my iphone. the personal hotspot works on 3Gs but only bluetooth and usb tethering. but over all the update for me is a meh. didn't update my iphone 4 cause I need lockinfo.
