    Bitaw, that is the essence of this forum anyway. Pero maynta friendly tone ta tanan kay bisag ako kapoyan na'g lalis. It's exhausting and stressful really, all the googling and stuff.

    Ang nindot siguro nga advice and apil ko ani, we should just be happy that the Philippines and it cities are achieving great in this highly competitive world. It's about time na mailado sa kalibotan ang Pilipinas as an economic heaven.

    Bisa'g grand ang project sa Cebu or Davao usa rajud ang padulngan ani, that the Filipinos' QUALITY OF LIVING is steadily improving and that's what matters to me most. Ako nang i-set aside ang mga regionalistic pride and such. Kay ang importante is that the cityscape of Manila, Cebu, Davao, CDO, Bacolod and all the cities around the country are changing for the better. Growth is now spread evenly amongst the provinces ug dili nata mabalaka sa atong future kay we know that the Philippines is once again the Asian Dragon Economy it deserves to be.

    I won't argue any further and I rest my case.

    About sa prosperity, you cannot compare the market of Davao to that of Cebu. Cebu is a nearly matured market while Davao still has lots of potential basing on it's current economic status.

    Remember na ang Cebu is just and island ug ang population sa tibuok isla is really huge so ang market diri is also big. Also, Cebu has 40,000 BPO workers and counting which makes the market potential for more big time developments much bigger. Ayala and SM will not expand for the second time in Cebu if they know nga wala'y dakong potential ang economy sa Cebu. Even in Davao, I can say na progressive siya cause Abreeza, Ecoland and Lanang are there. Why those three? Because as I said Ayala and SM will not invest on something they know they won't profit from. Even the Ayala CENTRIO mall in CDO is an indication that the Ayalas want to tap the potential of the CDeO market.

    Dapat siguro happy nalang ta kay at least ang Mindanao is no longer the laggard it has been decades ago. Ang naka-apan raman gud sa Davao is that iyang attractiveness as a business destination is AFFECTED by the image of Mindanao as a TERRORIST haven. Kay at the perspective of a foreign investor, Davao is in Mindanao and thus the risk of terrorism is also high maong dili kaayo sila mu-dare ug enter sa Davao market. What's good is that despite this fact, ang Davao is a major recipient of FDI's and it means nga it's image as a City is changing.

    ^ That is because the focus of the LGU of Cebu City before was primarily for boosting Cebu's economy. Remember that the flagship project of Tomas Osmena was to develop the SRP, the CBP and AITP at the expense of the services the city could give to the residents. Cebu City Medical Center was just renovated recently during the term of Mayor Michael Rama. Rama is now focused on the Tourism potential of the City although now we are IMPROVING the services of the City.

    Davao on the other hand focused on cementing it's position as the most livable city in the Philippines. The new traffic system, the emergency system, healthcare and others. They concentrated mainly on those aspects. Ever heard of an IT park in Davao? No.

    Davao has the best infrastructure in the Philippines because IT NEEDS TO. Davao is a city in the middle of a HUMONGOUS island. Cebu on the other hand is a sea-locked small island in a group of islands. Cebu does not need any big time infrastructures like superhighways and extremely wide roads.

    Economically speaking, Cebu City is well ahead of Davao, you'll need more than a decade to catch up to it. Economics is an important aspect of how good a City is doing. Davao is indeed number one in giving the people the right services and making the City safe. But Cebu's economy fuels the common good of the people. A lot of Cebuanos have a job and even Davaoenos come to Cebu because there are a lot of available jobs here. Cebu Per Capita income is the highest in the Philippines and do not worry, soon enough Cebu City will dislodge Davao in the most livable city category. IT CAN AND IT WILL. There not much economic activity in Davao because the market or the people who can actually spend and drive demand is small. Cebu's robust growth is driven by strong demand because of the BPO and other job generating sectors that boost the income of the Cebuanos making them more capable of spending money on sorts of stuff.

    Davao and Cebu are two different cases. IT IS USELESS TO HAVE A HIGHLY EDUCATED WORKFORCE IF THE JOBS AVAILABLE ARE NOT ENOUGH TO SERVE them, they will JUST END UP MIGRATING TO CEBU OR MANILA because the jobs opportunities there are high. Literacy is indeed high but that doesn't mean davao's educated people are any higher than Cebu's. We could have a high literacy rate but that only measures the PEOPLE WHO CAN SIMPLY READ AND WRITE. People will still look for income and since Davao lacks the economic strength to serve it then these people will just go and live in Cebu instead because the jobs here are oozing.

    Davao is clean, I've seen it. Cebu is also clean although not the same as Davao. Cebu is a bustling trade center and that is it's strength. Karon raman gani na siguro naglambo ang economy sa Davao. Cebu's economy will continue to rise in leaps and together with it is the great rise in the QUALITY OF LIVING IN THE CITY, THE SERVICES OF THE GOVERNMENT, THE COST OF LIVING IN THE CITY and the LIVABILITY of THE CITY. I believe in Cebu's potential and it is great.

    We cannot also deny the fact that a lot of people from Davao are employed in Cebu. That is because Cebu has the economy to support them. Again, cleanliness and peace is not a determining factor in the City's progress, we need an robust economy to support it. Davao is just like the cities of COMMUNIST countries, clean looking and peaceful but the economy is lagging.

    The “Anti-Discrimination Ordinance of Davao City” is aimed at protecting the “minorities” from discrimination. Duterte said his bill’s predicate is based on giving equal opportunity based on gender, race, color, descent or national ethnic and origin and religion.
    Among the discriminatory acts specifically mentioned in the proposed ordinance are the following:

    1. Refusing employment to a job applicant or imposing onerous terms or conditions which are not imposed on another similarly situated or circumstanced; by denying or limiting access to an employee, opportunities for promotion, transfer, training, schooling or to any other benefit which are otherwise granted to other employees.
    2. Refusing or failing to accept any person for admission as student in any public or private educational and/or vocational institution, or by subjecting said person to terms and conditions for his acceptance in the said institution which are not imposed on other applicants similarly situated.
    3. Refusing to provide goods or services and/or imposing onerous terms or conditions as requisite for providing goods or services to a person which are not refused or subjected to others.
    4. Refusing or failing to allow any person to avail of quarters or accommodations in a house, apartment, condominium, townhouse, flat, hotel, inn, dormitory or any other places of dwelling being rented out or offered to the public for a fee, rental or other forms of compensation.
    5. Subjecting, either by verbal or written word or publication, to ridicule or insult or attributing despicable behavior and/or bad habits or associating with violence and criminal activities, any person or group of persons by reason of the above mentioned predicates.
    6. Refusing entry into restaurants, bars, stores, movie houses, malls and other places of entertainment and businesses which are open to general public or refusing or failing to attend to or serve the orders for food, drinks, beverages and other goods, consumable and non-consumable, to any person by reason of the above predicates.
    7. Doing any other analogous act which demeans the dignity and self-respect of a person or impairs, mars, reduces or nullifies the recognition, enjoyment or exercise of his human and legal rights and basic freedoms in the political, labor, economic, social, cultural and spheres on the basis of the same predicates.

    The proposed ordinance penalizes any violators with imprisonment of not more than 15 days for first-time offenders and not more than six months of imprisonment for those who committed violation more than once. Fines, to be determined by the City Council, will also be exacted.

    The Davao City Central 911 is a fully integrated, computerized emergency response system that links the residents of Davao to the emergency resources of the city government. It is patterned after the emergency dispatch system in the United States and Canada. It enables residents of Davao City to call for emergency services by simply dialing 911 on any land line or mobile phone.Central 911 is said to be first 911 emergency response system in Asia.

    The Davao Central Communication and Emergency Response Center was established last September 27, 2002 in partnership with the Davao Light and Power Company. Initially, the Central 911 through the initiative of Mayor Rodrigo Duterte begun with only 34 mobile units with the call center in service for the enforcement of laws. Central 911 is composed of fire auxiliary, k9 units, urban search and rescue, police and emergency medical services. Last 2009, he City Government of Davao has provided more equipment for Davao Central 911 to further render service to the people of the city.
    In 2002, the Davao Central 911 received a total of 4,026 calls. To sum up from 2003 to 2008, a total of 38,262 calls were catered and had responded. Majority of the calls are related to emergency with 24 percent and followed law enforcement with 74 percent. The other services comprised the remaining 2 percent.
    The Davao Central 911 is equipped with Emergency Computer Aided Dispatch or ECAD, a computerized mapping system given by the Davao Light and Power Company in support of the peace and order drive. This mapping system helps authorities locate the origin of a particular call.
    Two patrol cars are to be dispensed in each police station with built-in radio station. The Davao Central 911 is a reflection that taxes are working and been using properly and is given back to the people of Davao City.
    With Central 911, it enables public safety agency to respond to any emergency cases in a more effective way.
