Kung ma-pinpoint pa lang sa snatcher ang mga nangulata niya, pwede man ma-kasohan ang mga ni-apil ug kulata for physical injuries (depende sa injuries sustained by the victim). Kung naa pa lang klaro nga Human Rights na grupo sa Cebu, pwede kaayo na nila himuon nga advocacy/project. But we don't see that happening too often because more often than not everyone is always (supposedly) "mad" at the thief/perpetrator and no one wants to help, thinking "he deserves that beating, probably more even". In other words, daghan sad mga buang2x diri sa Pilipinas nga nangita ra ug opportunity nga maka-kulata para tripping lang.

So having said that, pwede man gani ma-kasohan ang mangulata ug tao nga dagko na ug bukog nya daghan na ug humay nga na-kaon, unsa pa kaha kung mangulata ka ug bata? Brutala sad nimo oi, bisag bata imo mak-makon? Hehe. Ang sakto ra gyud nga buhaton kung maka-sakop ka ug criminal red-handed is to conduct a citizen's arrest. A citizen's arrest is provided by our Revised Penal Code as follows:

“When making an arrest, a private person shall inform the person to be arrested of the intention to arrest him and the case of the arrest, unless the latter is either engaged in the commission of an offense, is pursued immediately after its commission, or has escaped, flees, or forcibly resists before the person making the arrest has opportunity to so inform him, or when the giving of such information will imperil the arrest.” Mao ra na, di na kinahanglan mangulata.

But since as I already previously mentioned, kids 15 years below are immune from crim liability, not even a citizen's arrest is effective. Even if you bring them to the precinct, all the officers will do will be to release them. Ang leader2x gyud nga adult ang dapat pangitaon. Sundan ang mga bata sa kung asa ilang rendezvous sa leader2x, i-entrap siya, then prove that he is using the children as his minions for the crime.

I don't know about kids, but kanang mga snatcher ug tulisan, I shed no tears for them if kulatahon sila. I would probably help out, and not lose sleep over it at night. The problem with crime in this country (Cebu to be specific) is that those who break the law have absolutely no fear of the possible consequences. Liman ka, kataw-an pa ka sa tulisan inig human ug hold-up nimu? That's a sad indicator of the state of law and order in the PI.

Ako personally, nakadapog nako ug rugby boy sa Fuente, but I take no pride in what I did. Was it necessary at the time? Yes.

And no disrespect, but I don't think anyone in this city would think about a citizen's arrest if mahold-up or kawatan sila. Citizen's arrest ka diha, duslakon pa lang ug ice pick. Some human rights groups in this country are hilarious, caring more for the welfare of hardened criminals instead of law-abiding citizens. That's about as backward as it gets.
