Mancao’s lawyer to bar Bato in CA’s hearing over Lacson

The lawyer of former Police Senior Supt. Cezar Mancao III yesterday said that he will “strongly press” the joint panel composed of prosecutors from the Department of Justice (DoJ), the Office of the Solicitor-General, lawyers of the Dacer family and the lawyers of Mancao, which will convene tomorrow at the DoJ upon the request of Justice Secretary Leila de Lima to look into the possibility of seeking for the inhibition of Court of Appeals Justice Ramon Bato, from further hearing the case of Sen. Panfilo Lacson before the CA. Bato penned the eighty-page decision reversing the trial court’s finding of probable cause against Lacson and nullifying the warrant for his arrest.

Topacio said that “based on reliable information relayed to us and which we have passed on to the DoJ, Justice Bato is a protégé of Lacson, who was instrumental in his appointment as municipal trial judge in Imus, in his other promotions in the judiciary, and in interceding in the appointment of Bato’s wife as clerk of court in a town in Metro Manila.”
“If this is true, then Justice Bato is definitely beholden to Mr. Lacson and did not possess the cold neutrality of an impartial judge in deciding the case in Lacson’s favor,” Topacio added.
Topacio also added that the People’s Movement for Justice (PMJ), a broad-based coalition organized to work for reforms in the country’s justice system in the aftermath of the acquittal of Hubert Webb and others in the Vizconde Massacre case, and of which he is one of the lead convenors, has said that it will provide lawyers and will pay for the bail of law-enforcers whom Lacson’s lawyers threatened to sue in enforcing the warrant of arrest against the senator. The PMJ includes as its other lead convenors former Vice-President Teofisto Guingona, Lauro Vizconde, “running priest” Robert Reyes and anti-crime crusader Dante Jimenez.
