I think it's a case to case basis..
Reyes is not in the hands of the enemy so he could kill himself to prevent the enemy from acquiring information. If he killed himself to protect his superior in corruption, then it's shameful. Of course it takes lots of courage to kill yourself.
Guilty or not, may he still rest in peace.
ADD: Samurais in the hands of the enemy have little chance of living, so they opt to kill themselves instead before the enemy does and extract infos, the same case for soldiers may apply. It's not shameful, it's heroic, more like martyrdom.
But in the case of Reyes, NAH, you know what I mean.
