    here is a simple and factual truth about some or majority of the filipinos.
    1. they are lazy - example why register at comelec on the last minute, renewal of license, registration of cars. and always the same reasons they were busy. but they are not to go out on the street and stop working to see a motorcade of artists and being absent after a long drinking spree.
    2. every movement towards something good is a hassle. o wait that also being lazy..
    3. improving something old is taboo. example automation of election. national id.
    4. sacred that their movement in doing something will be hindered...

    what's the use of a network of cctv's camera and state of the art tracing system when
    1. you have a face but no name - national ID registration, compound all ID system into one connect barangay, police, nbi clearance with the comelec, philhealth and sss and other id giving goverment bodies

    with these we can proceed with the sim registration. or they could start with the sim then the id.
