depends on how you define 'best'.
I would personally go with price/performance ratio.

In terms of sheer performance, i would go seasonic no doubt. But very $$$
Price/performance there are a lot. Corsair, Antec, Be Quiet!, etc.
Corsair used to be one of the best price/performance but I'm not so sure I would consider them that nowadays with their new lineups garnering lots of complaints (GS line anyone?) except maybe their high end AX line.

As side note:
Corsair used old Seasonic designs for their models but are cheaper.
Ever since Corsair started using other OEMs instead of Seasonic, their quality plummeted.
