    Morag kinsang mga hilasa nga nakapanag-iya sa lungsud.

    Maglaum lang ko nga dunay sakop sa pamilya ni Mayor Ramirez nga mabiktima ug krimen sa iyang lungsud unya way pulis nga maka-responde aron maka-amgo siya sa iyang pagka-iresponsable.

    Maglaum lang ko nga di magpadala si Digal ug ang taga CIDG nga ilibre si Mayor Ramirez sa asunto.

    Kun insakto na ang mga ebedensiya unsa may gilangayan sa pagduso sa kaso?

    Dii ba puwede’ng dakpon si Mayor Ramirez aron i-inquest sa kaso? Unsay gamit sa dying declaration sa biktima kun di sikopon si Ramirez?

    Giputol ni Mayor Ricky Ramirez ang ayuda nga gihatag sa iyang lungsod ngadto sa iyang kapolisan tungod sa kalagot niini sa director sa kapolisan sa lalawigan sa Sugbo. Ang giputol sa mayor mao ang ayuda sa gasolina, telepono, koryente, motorsiklo ug bugas.

    Si Mayor Ramirez naglagot ni Sr. Supt. Erson Digal sa paglambigit sa iyang pangalan sa kamatayon ni Edilberto Abao kinsa team leader sa Mayor Squad. Gustong piangan ni Ramirez ang mga police sa iyang lungsod aron mapugos si Digal sa paghatag sa iyang kagustohan. Gusto sa mayor nga mangayo kaniya og pasaylo si Digal ug ibalik niini ang hepe sa iyang kapolisan nga gihulipan ni Digal. Apan nagdumili si Digal sa paghatag sa gipangayo sa mayor. Resulta giputol sa mayor ang ayuda sa lungsod ngadto sa iyang mga police.

    Karon kinsa man ang apektado sa gihimo sa mayor? Si Digal ba o ang iyang mga police sa Medellin? Kun may maapektuhan man sa gihimo sa mayor walay lain kun dili ang iya ra usab nga katawhan nga iyang gisaaran nga protektahan ug alagaran.

    Tungod kay giputlan niya sa linya sa telepono ang iyang mga police, unsaon naman lang unya pagtawag sa mga tawo ngadto sa ilang mga police kun ugaling adunay krimin nga mahitabo nga wa naman silay telepono. Unsaon man sa iyang mga police pagdali pagtubag sa alarma sa krimin nga wa naman kini kasakyan kay iyang gibawi ang motorsiklo? Unsaon man pagka abtik sa iyang mga police pagtubag og alarma sa krimin kun mga pasmado kini kay giwagtang na kanila ang ilang rice subsidy?

    Kun ingon ani ang sitwasyon, dili si Digal ang magka problema kun dili ang iyang katawhan sa Medellin kinsa dali na unyang biktimahon sa mga kriminal nga magpatuyang na lang unya sa ilang pagahimoon tungod kay luya na ang mga police.

    Police chief says there's proof: Digal: No apology to Mayor Ramirez

    CEBU, Philippines - Cebu Provincial Police Office (CPPO) Director Erson Digal will not apologize to Medellin town Mayor Ricardo Ramirez, who he tagged as the prime suspect in the death of Edelberto “Delbi” Abao last week.

    Digal said there is no need for him to apologize to Ramirez since they have strong evidence as well as affidavits supporting them at the Criminal Investigation and Detection Group (CIDG) 7 pointing to Ramirez as the suspect.

    “No need to make an apology. What is the apology for? I say he’s a suspect but I did not say he is guilty,” Digal said.

    He also said that he will ask assistance from the Police Regional Office director if Ramirez will withdraw his logistic support to the police.

    “Being the mayor naa ra niya if dili na siya mo-support sa PNP if he thinks that’s the best sa lumulupyo sa Medellin kay the money spent came from the taxes of the residents,” he said.

    Ramirez told reporters during his press conference that he will file an administrative case and a criminal complaint against Digal.

    The word war between the two officials started when Ramirez broke his silence over the accusations that linked him to the death of Abao, who was the head of the Mayor’s Squad at the mayor’s office.

    Abao was sustained a wound on his right leg on the afternoon of December 27 and was rushed to the Severo Verallo Hospital in Bogo where he later died after surgery.

    The death certificate, which was released days after due to the outstanding bills of the victim, states that he died of diabetes and hypertension.

    However, Digal will not have a hand in filing of the charges as the CIDG 7 will be handling the case.

    CIDG 7 deputy chief, Flabiano Baltazar told The Freeman that one of the relatives of the victim allegedly went to their detachment office in Bogo City and requested for assistance in the investigation.

    “That was the information I received but the investigation is not yet done so we have to wait for it,” he said.



    Digal denied allegations that he was not able to inform Ramirez regarding the relief of Senior Inspector Bonifacio Arriesgado, former chief of the Medellin town police. He also said that he did not fail to inform Cebu Governor Gwendolyn Garcia about the incident, but just could not do so, immediately, as she was out of the country.

    “I called Ramirez that Arriesgado will be relieved for the investigation, which he agreed and how can I inform the governor, when she was out of the country during the incident,” Digal said.

    GWEN KEEPS MUM

    Governor Garcia has kept mum on the incident and said that Capitol spokesperson Rory Jon Sepulveda has already stated her position.

    “That’s a police matter and I do not think any comments whatsoever or statement for that matter would help in the investigation of this case. I would rather leave that matter to the police,” Garcia told reporters yesterday.

    Garcia learned about the incident when she came back from her vacation abroad in the evening of December 31.

    She was made aware of a lot of statements that have been swirling around, which she believes would not help.

    “I do believe that when a matter under investigation we should be more circumspect in our statements,” Garcia said.

    While she is not commenting the case per see, Garcia said as governor she will have to see to it that peace and order will not be compromised at the local government level considering that Ramirez has threatened to pull out his support to the police force.

    CEBU CITY -- Medellin Mayor Ricardo Ramirez declined Wednesday to undergo a paraffin test in connection with the investigation into the death of a municipal employee, the police said.

    Medellin Police Station Chief Bonifacio Arriesgado said the mayor was sure he would test positive because he test-fired a new licensed gun at 5 p.m. last Monday, December 27.

    Mayor Ramirez, in a report over GMA 7, also denied rumors he was responsible for the death of Edelberto Abao, a municipal employee, saying he considered the man part of his family.



    Kristofer, Abao's son, said the family did not believe Ramirez was involved.

    "Ang namatyan sa among amahan kay heart attack ra gyud (Our father died of a heart attack)," Kristofer said in the same Balitang Bisdak report.

    The police could not confirm what caused 57-year-old Abao's death, because the hospital staff reportedly refused to show them the death certificate.

    The mayor, meanwhile, told Arriesgado that he and Abao tested the gun in a makeshift firing area next to Abao's house, about 15 meters away from the mayor's home.

    Hot wax

    Director Erson Digal of the Cebu Provincial Police Office (CPPO) said he directed the Provincial Investigation and Detective Management Branch (PIDMB), which is handling the investigation, to work with the police crime laboratory in performing a paraffin test on Ramirez.

    Digal said the basis for including Ramirez among the potential suspects is a rumor that circulated through text messages, which the police official also received, that the mayor was allegedly the one who shot Abao.

    Digal, however, confirmed that the police need Ramirez's cooperation on the test.

    A paraffin test, which determines whether a suspect has fired a gun, is done by pouring melted wax on the subject's arms and hands. The hardened wax is then gathered and microscopically checked for the presence of gunpowder nitrates.

    The test has to be conducted within 72 hours, or three days, after a person has fired a gun.

    Mayor's squad

    Abao, a casual employee of the Medellin municipal government, sustained a gunshot wound in the right leg. He had been designated leader of the "mayor's squad," which is tasked to guard the town's public market.

    He died in the Severo Verallo Memorial Hospital in Bogo City around 11 p.m. Monday.

    Mayor Ramirez did not report for work Wednesday, saying he was deeply saddened by Abao's death. He also shouldered Abao's hospital and funeral expenses.

    Arriesgado, with a team from the PNP-Central Visayas Crime Laboratory and Superintendent Teofilo Siclot, deputy provincial director for operations, went to Ramirez's house at 5 p.m. Wednesday, whereupon Ramirez refused to undergo a paraffin test.

    Because of Arriesgado's failure to promptly inform Digal about Ramirez's refusal, the provincial director also decided to place the station commander under investigation.

    Digal said he directed Arriesgado to submit an explanation letter. He said he was the one who informed Arriesgado to verify the report of Ramirez's involvement in Abao's death, after he received a text message about it.

    Confidentiality

    Arriesgado, in an interview with Sun.Star Cebu, said he received the same text message and immediately investigated. The information, though, reached him a day after the incident.

    Meanwhile, Digal said his office is considering the possibility of filing charges of obstruction of justice against a doctor and a nurse who are reportedly refusing to cooperate with a police team.

    Investigators went to the hospital to confirm Abao's cause of death, but the doctor and a nurse reportedly refused to provide the information the police needed.

    The team would have wanted to get a copy of the death certificate that will be used as evidence in the investigation.

    Digal said he designated the PIDMB to conduct the investigation to avoid suspicions that Arriesgado may go easy on the mayor. (JTG/Sun.Star Cebu)
