Proper land zoning for sustainability? For example in Town A:
->5000 hectares should be totally free from humans
->5000 hectares for restricted use for human needs (gathering herbals, honey bees) but still free from humans living in area
->5000 hectares controlled use for human needs (timbers, forest products) still free from from human living in the area
->10,000 hectares for restricted and uncovertible agricultural use - coconuts, mangoes, jackfruits, oranges, etc. products. Starting here can be a residential area but it is what it is - you CAN'T plant rice and vegetables in this area even if you're the owner.
->30,000 hectares for restricted and traditional agricultural use - rice, vegetables, piggery, cattle farm, etc. but no way you can build business establishments in this area even if you own the land.
->30,000 hectares traditional agricultural use - same as above except that small business establishments can be build in this area
->remaining hectares - multiple usage, build your condo if you want.

I know this won't happen in Cebu province anymore but at least someone did

datus?, take a look around... kanang squatters is one of evidence of URBAN MIGRATION...

if you are really a local... maka differentiate ka sa kalahian.... ill take example sa lapu2x

during the 90's dili pa kaayo ka congested ang city... lately nga niboom pag ayo ang mepz diha nag start ka congested... ug nidaghan ang mga squatters...

    are you a local?

For me, it is not the people who are the problem, It is the corrupt government that is the problem.

Singapore(whole island) has 7,023 persons per square kilometer.
Cebu(city only) has 2,565 persons per square kilometer.

And yet the island of Singapore still has a lot of vacant spaces for buildings.

So it's not the people are the problem, it is the government who mismanaged city's land area.

    Opinion lang ni nako..

The first problem was Manila being too crowded pero na-control ni siya because of the rise of Metropolitan Cebu which absorbed migrants from the southern provinces going north to the capital. Now, Metro Cebu itself is starting to gather too much migrants, remember that Cebu is just a small island but the population figures are staggering! 3 million people for an island 1/4 the size of Davao is worrying. What makes it worse is that we are not connected with the other big islands like Negros, Bohol and Antique of which the cities of Bacolod, Ilo-ilo and Tagbilaran could have helped control the surge of people migrating to Metro Cebu.

But if you look at it in a political view, this MANILA CENTRISM or IMPERIAL MANILA is the cause of it all. If the government hasn't been so Manila centric and evenly distributed investments to much poorer provinces who needs them most, then no people from the province will be forced to go there for a job. Why would you get away from your province if there were enough jobs beyond your own backyard? No, the other provinces need more investments to keep their people there and control too much in-migration to the major cities.

Also, an alternative but costly way is to interconnect the major islands of the Visayas through bridges or tunnels so growth from Cebu City will be easily channeled to it's neighboring island's cities and to make each of them competitive enough. This is to save Manila from over population and pollution it beings along with.
