SSS/philhealth is a good idea because you are solving a problem.
how about EMR -- electronic medical records. u can check openmrs.org and u can contribute there.

but u can start on simple web apps even nonsense web apps for experience.
u can check hacker news Hacker News, techcrunch.com, mashable.com, ReadWriteWeb - Web Apps, Web Technology Trends, Social Networking and Social Media, and others where you can find lots of ideas for web apps. =)
