have you check your proc temperatures? coz over the long run, the fans deterirorate and may not provide sufficient cooling.. so in turn, the proc gets hotter, and then thermal throttling "happens" and the proc purposely decreases its speed to cool down abit.
coz if formatting does not solve the speed issue, its not the installed programs thats causing the prob because the problem still happens after a clean format/install.

Then thats the case, ang heatsink ang problema ana.. if you know how to remove and remount it please do a good cleaning on the fan blades and heatsinks.. also if you have a thermal paste around please remove that silver slab ( if naa pa ) sa likod sa processors coz most ignorant technicians dont remove that.. thats a thin film protecting a pre-applied thermal paste.. clean it off with acetone ( rub hard ) then reapply a new and fresh silicon paste.. then your good to go =)
