Mango Square asked to justify violations

Mayor Tomas Osme yesterday ordered the management of Mango Square to explain in writing why the entire establishment should not be closed after committing multiple violations of the building code.
The entire block of Mango Square along Gen. Maxilom Avenue and corner Juana Osme Street is owned by Ludo and Luym. There are more than 30 tenants in Mango Square including National Bookstore, spas and Internet cafes, among others.
"We will give them a period of time, a sufficient time to correct their mistakes," Osme said.
One such violation is the occupation of the mall's parking lot by illegal structures.
The mayor warned that he is serious with his threat to close down Mango Square and said that if it will be closed it will no longer be reopened so that people will take getting building permits from City Hall seriously.
Osme added that he is now discussing what other penalties the city can levy on Mango Square, including the cancellation of the business permit of all the tenants and its occupation permit as the closure of the whole block will not be selective.
"I'm telling them now -don't play games because the mayor is crazy. I'm not shy," Osme said.

PAY a compromise fee of P10 million and comply with the requirements for the issuance of a mayor’s permit,” Cebu City Mayor Tomas Osmena yesterday asked the management of Mango Square.
The mayor said the failure of the management of Mango Square located along Gen. Maxilom Avenue to comply with his demands would force him to close it.
The mayor cited his past decision to close Halo resto bar located inside a mall at the North Reclamation Area as an example of his political will. The bar was allowed to reopen after payinga compromise fee of P0.4 million and after it secured a valid mayor’s permit.
“They better start complying right now. I’m not in a good mood because they are flaunting that they can just violate the law.”
Osmena had given Ludo and Luym Development Corp., owner and operator of the property, ten days to correct their Building Code violations such as building stores on a parking lot, lack of emergency exits among others. He called the property “unhabitable.”
“I intend to cancel the occupancy permit for the whole complex because the place is not habitable based on our safety standards and the building standards,” the mayor added.
Conrad Steven Ding, Mango Square operations manager, earlier said they had already endorsed the matter to their company engineer and legal counsel.
The mayor fumed after finding out that liquor was served to minors who patronize the place.
The inspection team also noted that the area is very crowded, lacked parking space and emergency exits.
“We don’t need a businessman like that here. Let them go somewhere else,” he said.
The mayor said he does not want to give the impression that he is giving special treatment to Mango Square despite “blatant” violations that were committed in its operations.
However, he wanted to give its management sufficient time to correct the deficiencies that were noted in a government inspection report.
“But if we shut them down, they will not be allowed to open again unless they will apply for a new permit and start all over again. That will take more than a year,” the mayor said.
At least 32 business establishments that were renting space at the Mango Square Plaza Complex were given 72 hours to explain their multiple violations or face closure.
Assistant city legal officer Joseph Bernaldez said that notices were sent to the owners of these establishments Wednesday evening.
Another nine business establishments were given final demand within this week for selling liquor without permit.
Aldren Limosnero, officer-in-charge of liquor licensing division of Cebu City Hall, said the stores were given 15 days starting Aug. 9 to comply with the needed requirements.
They also needed to get the consent of the Saint Theresa’s College whose officials have complained against these establishments, Limosnero said.
