    prices from pcx:

    Athlon II X4 630 2.8ghz - 4680
    MSI 770-G45 - 4000
    Western Digital Blue 500GB - 1980
    Kingston 2x2GB DDR3 1333 - 2800
    Inno3d GT 240 512mb GDDR5 - 3280
    FSP Supersonic 500w - 2030
    Samsung DVD drive - 1030
    LG E2040 20" - 7380

    Total: 27,180

2.8k extra for the casing, keyboard and mouse, avr of choice

You got a perfectly capable quad core processor for multitaskin and 4GB or ram. I choose the MSI 770 because its the best AM3 mobo with xfire capabilities or (dedicated vc + physx set-up ) in case you want to go gaming. The GT 240 vc should be able to handle casual gaming fine + cuda for video encoding + it doesn't need an external power source. The FSP Supersonic is a good entry-level true rated psu so no worries when it comes to power stability. Sa monitor, the LG E2040 is best from its price point and features. Its a LED Backlit monitor so expect sharper image + lesser power consumption compared to the tradition LCD monitor. It also has a DVI output w/c provides better image than the common D-Sub. Ikaw na bahala sa casing I'm sure daghan ka mapilian sa pcx.
